General Functions:

Under the supervision of the Recovery Services Clinical Director, the Outpatient Clinical Manager, is responsible for managing all Outpatient Treatment Programs for Recovery Services Matsu. This position will provide oversight for all outpatient grants and ensure compliance with all funding sources and applicable laws and regulations to meet or exceed the required outcome. The Outpatient Clinical Manager will have overall responsibility including operation in congruence with the treatment philosophy, approach and service delivery model in compliance with State and CARF standards along with monitoring and achievement of program goals and objectives.


Duties and responsibilities:

  • Collaborate with CITC grants department to locate, screen, and apply for grants related to program direction.
  • Start-up management, coordination of partnership activities, and partnership activities, and participate in compiling data for grants.  
  • Responsible for working closely with RS Senior Director to track and maintain program budget, contracts, and Memorandum Of Agreements
  • Ensure all program reports, internally and externally are submitted to RS Senior Director as scheduled and ensure program is prepared for internal and external grant and CARF required audits.
  • Collaborate with Recovery Service’s management team to ensure that services outpatient participants are coordinated to assure continuum-of-care.
  • Work closely with Recovery Services data collection and reporting staff to ensure meaningful and timely tracking and reporting of program objectives and outcomes.
  • Serves on Continuous Quality Management (CQM) team and adheres to CQM procedures and appropriate RSCMS documentation.
  • Supervise, assign work assignments, complete required supervision sessions to all staff under supervision.
  • Creates staff development and individual learning plans to ensure treatment program supervisors are gaining and maintaining necessary skills for increased performance and certification
  • Maintains active presence and availability on the treatment units for treatment program supervisor.
  • Assures treatment program supervisors are assuring culturally appropriate treatment regime throughout all clinical services and referring agencies.
  • Work with Clinical Director to assure clinical charts (RSCMS) are meeting policy and procedures to assure timeless and integrity of charts, this could include spot checking treatment plans, discharged charts and other clinical documents to assure supervisors are approving appropriately.
  • Complete and assure all duties of clinical supervisor duties are completed, of an event vacancy.
  • Oversee that outpatient services are in compliance with policy and procedures and best practices for services.   
  • Work with Human Resources in recruiting, interviewing, and hiring new staff
  • Provide public presentations and outreach on treatment programs.
  • Maintain confidentiality according to regulations, policies, and procedures.
  • Perform all related duties as assigned.

  • Computer literacy in word processing, email, internet, spreadsheets and case management systems.
  • Ability to build and maintain positive working relationship CITC staff, reentry participant’s and others involved in the participant’s successful reentry.


Minimum qualifications:

  • Bachelor’s Degree in Sociology, Social Work, Psychology, and Counseling or related field.
  • Three years clinical management experience
  • Two years working with State and Federal Grant requirements
  • Chemical Dependency Counselors II
  • Experience working with different cultures, knowledge of their values and belief systems, and ability to provide culturally competent services.
