Position Summary:
The Director of HR Services will report to the Chief Human Resources Officer and provide leadership to drive organizational effectiveness and superior service delivery in support of University of Alaska's mission and goals. The Director of HR Services is responsible for the direction, leadership, and guidance of operational, transactional, and support services for the university system, including payroll, benefit accounting, tax compliance, employee transactions, contract appointments, HR records and document management.
Duties:
Partner with the Human Resources leadership team, university leadership, and key stakeholders to identify and implement strategic UA HR initiatives. Lead, coach, and develop a team of managers who unite their teams around a common vision of operational excellence and innovation. Oversee HR services, including employee data and records management (personnel), payroll processing and reconciliation (payroll and accounting), customer service including office management, department budget and other business support functions. Continually evaluate customer needs by collecting ongoing feedback from customers to identify and implement improvement opportunities. Develop plans for continuous improvement of the service levels and ensure the ongoing performance excellence of HR operations. Review and analyze processes; recommend and implement streamlining of methods, as well as process and operational improvements. Implement standard operating procedures and lead the development of systematic approaches for assuring the highest levels of service to the employees. Responsible for the development, operation, and execution of data management and audit processes to ensure HR data integrity. Interprets laws and rules related to payroll, leave, fair labor standards, unemployment, and retirement. Ensure compliance with federal and BOR regulations in matters of payroll, tax, labor laws, collective bargaining agreements, etc. Ensure effective communication plans are in place for a variety of stakeholders regarding HR services.

• Must have a high level of comfort with ambiguity, strong attention to accuracy and details, and the capability and emotional intelligence to work to timely and constructive solutions.

• Ability to analyze complex problems and develop strategies for resolution.
• Working knowledge of federal, state, and university HR policies/regulations including tax law, INS laws, child support/garnishment laws, labor laws, etc.
• Knowledge of payroll, university benefit plans, and general personnel policies affecting payroll and benefits
Preferred Experience & Education:
Master's degree preferred. CPA preferred. Senior Professional in Human Resources (SPHR) or equivalent certification preferred.
Required Experience & Education:
Minimum six years progressively responsible experience years in Human Resources, Business, or Information Technology fields. Bachelor's degree in Human Resources, Business Administration, Information Technology, or related field or an equivalent combination of training and experience.
Salary Information:
Salary is commensurate with experience. This is a full-time, exempt position complete with a competitive salary and UA employee benefits package.
