Company Background/Overview
In 2024, OSC Global, LLC was formed as a wholly owned subsidiary of Cook Inlet Region, Inc. (CIRI), an Alaska Native Corporation. CIRI’s mission is to promote the economic and social well-being and Alaska Native heritage of its Shareholders, now and into the future, through prudent stewardship of the company’s resources, while furthering self-sufficiency among CIRI Shareholders and their families.
OSC Global, LLC is a parent company to a family of companies that provides IT/cyber enterprise management and professional services to support federal, state, and commercial customers. OSC Global and its subsidiaries employ approximately 500 professionals in the United States and seven other countries.
Position Overview
The Chief Financial Officer is primarily responsible for designing, implementing, and supervising all accounting systems, financial reporting and analysis functions, financial controls, treasury functions, and information technology functions. This position is also responsible for identifying and recommending potential investment and acquisition opportunities to executive management and the Board of Directors, managing OSC Global’s tax planning and tax filing functions, and advising on the overall policy and direction of OSC Global’s business affairs.
Key Responsibilities
Trusted Advisor
- Serve as a strategic advisor to the President and CEO and OSC Global Board of Directors and business partner to the CIRI Executive Leadership Team (ELT).
- Help the Company deliver on current core mandates while thoughtfully planning for the future to maximize shareholder returns.
- Collaborate with senior management to identify and evaluate investment opportunities, such as Joint Ventures, Teaming Agreements, and Mergers and Acquisitions.
- Conduct periodic reviews of corporate programs, initiatives, and financial commitments to ensure optimal return on investments.
Financial Analysis, Budgeting and Forecasting
- Deliver timely and precise financial analysis, budgeting, and forecasting to support strategic and operational decision-making by the President CEO, the Board, and senior executives.
- Create reliable forecasts and plans by integrating revenue, operational, and financial data, offering clear visibility into business dynamics.

- Ensure the preparation and oversight of accurate and timely financial reports, including monthly, quarterly, and annual statements.
Strategy, Planning, and Management
- Engage as a strategic partner to the CEO in formulating the corporation's plans and programs, evaluating the implications of long-range plans, new strategies/programs, and regulatory changes.
- Establish trust across the organization and with the Board by devising practical solutions for business challenges and opportunities.
- Develop and execute financial strategies correlating with the Company's objectives and market trends, offering insightful analysis and recommendations to inform crucial business decisions.
- Craft accurate forecasts and trending data, advising on necessary adjustments, and work closely with the executive team to create annual budgets and strategic long-term financial planning.
- Lead and actively participate in new contract awards and mergers and acquisitions.
Government Contracting / Government Accounting Compliance
- Collaborate with all organization levels to ensure compliance with government contracting regulations, such as FAR 31, through establishing, maintaining, and communicating these regulations.
- Create, modify, and provide training materials for financial policies and procedures and lead the development of compliant and effective billing and pricing structures.
- Responsible for implementing financial safeguards and compliance through internal controls and policies and setting up DCAA/DCMA-certified systems that enhance operational efficiency and effectiveness across the corporation.
- Develop, enhance, implement, and enforce the organization's policies and procedures through systems that will improve the corporation's overall operation and effectiveness.
Cash and Liquidity Management
- Ensure effective collaboration between Contracts, Project Managers, Project Controls, and Accounting to optimize work in process and Accounts Receivable.
- Ensure the timely conversion to operating cash, optimize Days Sales Outstanding, manage payments to subcontractors and vendors, and maintain adequate working capital for daily operations.
- Prioritize planned M&A and Joint Ventures to meet investment and cash distribution
- Operate within available revolving lines of credit to meet seasonal cash needs.
- Implement robust cash management strategies across all business segments and ensure effective liquidity management through accurate financial forecasting.
People and Talent Management
- Develop and lead a top-tier finance team, combining technical expertise with excellent communication skills through strategic recruitment, retention of high-performing individuals, and effective team and structure
- Foster a culture of accountability, continuous improvement, and professional growth among finance staff through dedicated mentorship and guidance.
Knowledge/Skills/Abilities
- Proven experience as a CFO or senior finance executive with a track record of success.
- Experience working with Department of Defense contracts preferred.
- Working knowledge of U.S. GAAP and the Federal Acquisition Register.
- Strong leadership, management, and supervisory skills.
- Excellent interpersonal skills; ability to work effectively and cooperatively with all levels of management, staff, subsidiary companies, affiliated-company employees, and outside business associates; exhibits a professional manner in dealing with others.
- Knowledge of business valuation, financial ratios, and financial analysis, and the ability to constructively apply that knowledge to evaluate acquisition candidates.
- A comprehensive understanding of the forecasting and reporting of the Company's cash
- Understanding of the requirements of the due diligence exercise and the ability to initiate, conduct, and evaluate a due diligence examination of acquisition candidates.
- Exceptional knowledge of the negotiation process and skill in applying the knowledge in negotiating situations.
- Ability to direct the preparation of legal documents appropriate to the situation.
- Ability to conceptualize business strategies, verbalize their advantages and disadvantages, calculate their financial impact and suggest methods for their application.
- Understanding of the federal corporate and partnership income tax rules and regulations sufficient to manage the corporate tax requirements of a corporation the size and functional orientation of the company.
- Strong financial planning and analysis abilities.
- Ability to design and implement reporting and control systems.
- Strong communication skills, both oral and written, with a particular emphasis on the presentation of financial material in a meaningful manner to the ultimate decision makers.
- High degree of sensitivity regarding confidential information.
Physical Abilities
- Sufficient fine motor skills for the use of computers, calculators with an ability to withstand repetitive keyboarding for extended periods of time.
- Visual and communications ability adequate to perform the essential functions of the job.
- Ability to kneel, bend and twist at the waist occasionally.
- Ability to occasionally reach below shoulder height with regular frequency (desk position) and at or above shoulder height.
- Ability to push, pull, carry and lift objects weighing up to 20 pounds on a regular basis, and greater weights on an occasional basis.
- Ability to travel by vehicle or aircraft and safely operate a motor vehicle.
Minimum Qualifications
- Master’s degree in Business Administration strongly preferred, undergraduate degree in accounting, finance or business management considered.
- Ten years of progressively responsible experience as a financial manager and executive, directing all or a substantial part of a Company’s financial planning and accounting functions.
- In-depth exposure to government contracting by working with multiple (small, medium, and large) federal government contractors is preferred.
- Prior CFO experience with a federal government contractor providing IT/cyber solutions with revenue over $150M preferred.
- Prior experience working with Alaskan Native Corporations preferred.
- Proven performance as a financial executive.
- Ability to obtain and retain top secret government-issued security clearance.
- Ability to pass a background screening.
- Ability to travel 50% of the time.
