Summary:
Under general direction, manages operations of the ANTHC Network/ Telecommunications Department through effective staff management, internal and external resource allocation, and sound fiscal practices; manages subordinates through planning, directing and coordinating the activities required to meet the department’s goals and objectives.
Responsibilities:
Provides leadership, direction and guidance to assigned staff. Develops goals and priorities, and assigns tasks and projects. Designs and directs implementation of network and telecommunications enhancements. Develops staff skills and training plans. Counsels, trains and coaches technical staff. Implements corrective actions and conducts performance evaluations. Reviews and approves status reports prepared by department personnel and directs schedules and plan modifications. Effectively addresses personnel issues in order to promote a productive and healthy work environment. Advises subordinates on department issues and directs department programs to coordinate their resolution.
Manages the finances of the department. Secures funding for the department from contracts, grants, ANTHC, and the IHS Compact. Develops and manages contracts for services and products. Manages department finances within budget and income. Understands current and long-range ANTHC and division plans and formulates department strategies and actions to achieve the goals of ANTHC and the division. Participates on division and ANTHC planning, technical, advisory, and management teams, providing appropriate advice and information. Works with staff from ATHS facilities and other health care partners; participates in statewide planning and implementation of health care IT initiatives. Performs as the subject matter expert for ANTHC and ATHS on uses and management of WAN telecommunications to enhance healthcare and healthcare management. Works with tribal representatives, IHS, AFHCP, ATAC, vendors, contractors, grantors, technical experts, customers, and government representatives for purposes of providing and gathering information, negotiations, and collaboration in support of healthcare uses of telecommunications.
Manages the administration and maintenance of the ANTHC Network and Telecommunications system servers, applications and equipment. Assures system stability, security and maximum uptime. Monitors access to system resources, and tracks connectivity and security problems. Analyzes problems and implements solutions according to department procedures. Performs circuit and network troubleshooting to diagnose system problems; analyzes system functionality; identifies, locates, and resolves complex network problems to ensure minimal disruption of critical applications. Monitors and reviews system log reports and network documentation. Resolves and repairs problems within scope of authority. Monitors ANTHC Network and Telecommunications system environment, utilization and system log reports; resolves connectivity, performance, security, configuration and access problems. Monitors system for operating efficiency, makes corrective adjustments to data management settings, and assures optimum performance and system integrity. Oversees design and implementation of individual solutions and ongoing maintenance and management of the network and connectivity to related applications.
Assists remote site managers with network troubleshooting and coordinates communication related to statewide network interface issues. Consults with partners on telecommunication and network issues related to AFHCAN, teleradiology, telepharmacy, health information systems, video conferencing, or other applications. Responds to escalations, tickets, and alerts in a timely manner. Provides resolution information and collaborates with other teams to complete impact analysis where appropriate. Provides detailed solution documentation. Creates and updates network documentation, network diagrams and recommends technologies to support ANTHC’s future technology requirements. Provides availability, capacity and service continuity management for all network and systems components under their support responsibility. Leads the Network and Telecommunications team to ensure compliance with all ITIL (IT infrastructure Library) standardized support and service delivery processes. Provides technical expertise, builds documentation and improves processes to develop ANTHC’s IT Disaster Recovery Plans.

KNOWLEDGE and SKILLS
MINIMUM EDUCATION QUALIFICATION
A Bachelor’s Degree in Computer Science or other related technical field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory – Five (5) years of computer network installation, management, and maintenance experience. Progressively responsible professional/exempt work-related experience, education, or training may be substituted on a year-for-year basis for college education.
AND
Supervisory - Two (2) years involving employee supervision.
MINIMUM CERTIFICATION QUALIFICATION
Must possess one or more of the following certifications: CCNP (Cisco Certified Network Professional), or CCNA (Cisco Certified Network Associate). Other network and/or industry certifications or experience may be substituted where appropriate.
MINIMUM LICENSURE QUALIFICATION
May require the occasional use of personal vehicle. Valid driver’s license, proof of insurance is required, and a clean driving record within the last 3 years.
** Depending on education, certifications, and work experience, the annual salary range is: $122,000 - $151,000
