Ketchikan Indian Community (KIC) Overview:

Ketchikan, Alaska is a cozy coastal town, rich in community and culture. Ketchikan Indian Community has the honor to be the governing body for the Natives in the Ketchikan area. The tribe began direct delivery services to the Native residents with only two staff members in 1975. The staff has grown to over 100 employees with the increased identification of the tribal community needs. Beginning in 1992 KIC became a signatory in a compact of self-governance between Southeast Tribes and the United States of America, providing services to tribal members in a Government to Government Relationship, upholding Sovereignty for tribal members. The Tribal Council as the established governing body provides oversight and works in collaboration with the KIC staff, who focus on daily business operations to provide the highest quality of programs and services to tribal members. Providing a work environment that is rich in energy, resourcefulness, compassion, collaboration, and respect. Traditional Southeast tribal values drive KIC. The KIC mission is to preserve tribal member’s sovereignty, enhancing economic and cultural resources and promote self-sufficiency and self-governance for their citizens through collaboration, service, and advocacy. KIC partners with the community and tribal members to deliver services and provide assistance in improving the lives of all tribal members. The Tribal Council is looking for a strong, compassionate, and competent leader to serve as the Tribal Administer, overseeing the daily operations of the Ketchikan Indian Community.

Job Summary 

The Buyer position is responsible for identifying and procuring the goods and services required to assist KIC’s programs as they complete their core operational functions.

ESSENTIAL FUNCTIONS

  • Plan, organize, and assist Ketchikan Indian Community’s departments in procurement activities – From creating contracts/ purchase orders, answering vendor questions, to receiving orders and paying invoices
  • Effective communication with tribal staff and vendors to monitor, research and close out outstanding POs
  • Inventory management in collaboration with managers and accounting for optimal levels of supplies
  • Responsible for KIC procurement purchase card and provides trainings for new card holders
  • Work with departments to establish and effective implementation of departmental acquisition goals and direct the acquisition of services and goods in compliance with applicable policies and regulations. This shall include assisting project manager in the development of acquisition documents, terms and conditions, and scope of work; administration of the acquisition and contract award process,  performance monitoring and close out activities
  • Monitor the Tribe’s contract’s and lease’s
  • Work with tribal staff to ensure individuals assigned to manage KIC’s procurement’s needed for grants and contracts understanding KIC’s roles and responsibilities;  conduct monitoring activities and provide technical assistance as needed
  • Perform internal audits as directed by supervisor
  • Manages returns and warranty claims
  • Assist with maintaining centralized records for acquisitions, contracts, and grants

  • Personable, friendly, confident, analytical and team player
  • Negotiation skills, and customer service skills
  • Accounts Payable and invoice processing experience;
  • Work with Accounting Software Systems and Excel
  • Strong verbal and written communication skills
  • Independent worker, process management experience and impeccable attention to detail

PREFERRED QUALIFICATIONS

  • Inventory Management Experience
  • Large scale and grant purchasing

Physical Activities Include

Must be able to talk/hear - express ideas and exchange information.  Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.  Ability to use hands to finger, handle, or operate objects tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch; and taste or smell.  Each of the listed activities also requires standing, sitting, walking, bending, and stooping, climbing on stools and ladders, and routinely lifting and carrying items and boxes up to forty (40) pounds.

Writing by hand and using a personal computer. Long hours in front of computer screen.  Frequently required to work extended hours.  Attending evening and lunch time meetings as requested by the Finance Director.  Traveling occasionally, using air and/or water transportation, to out-of-town meetings and functions.

Licenses

Valid State of Alaska driver's license with a record acceptable to KIC’s Insurance carrier.

Education and Experience

Associate’s degree (AA) in business administration or two years of experience in related field.

Any combination of related education and/or related experience will be considered if the candidate posses the demonstrated ability.
