General Functions: 

The Program Manager is responsible for direct oversight of YES programs and other new grant opportunities that align with youth services. The Program Manager will manage program data collection, program budgets, program reporting processes, and ensure that all program services are delivered successfully.


Duties and Responsibilities, including but not limited to:

  • Provide guidance, mentoring, and supervision for staff in alignment with CITC policies and values.
  • Work as part of a cohesive team with other YES and CITC management to assure effective communication and accountability.
  • Represent CITC at community events on a local, state, and national level.
  • Ensure all programs for which position supervises meets state, federal and granting agency goals and objectives.
  • Collect quarterly statistics and narratives from programs under the supervision and ensure tracking procedures correlate to data needs and grant requirements.
  • Ensure all program reports internally and externally are submitted in a timely manner and ensure programs are prepared for internal and grant required audits.
  • Track program revenues and expenses and manage program budgets.
  • Bring any policy issues that arise to the YES Senior Director.
  • Establish and maintain rapport with other internal departments, state and local service agencies, and community employers, developing partnering opportunities when possible.
  • Participate in scheduled CITC meetings, committee meetings, and community meetings as requested.
  • Ensure program staff receives training on a regular basis.
  • Other duties as needed and assigned.

Minimum Qualifications: 

  • Bachelor’s Degree in Education. Relevant experience may substitute for the education requirement on a year-for-year basis.
  • Minimum two (2) years of supervisory experience.
  • Minimum two (2) years of experience in budget management.
  • Demonstrated knowledge and understanding of the social, educational, training and cultural needs of the Alaska Native/American Indian community.
  • Continued employment is contingent upon receipt of a satisfactory report from a state and federal background check. 
  • Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age.


Preferred Qualifications:

  • Master’s Degree in Education.
  • Current State of Alaska Education Certificate
