Position Summary:
The Alaska MEP is seeking qualified candidates for Supply Chain Optimization Manager to join a team of technical assistance experts dedicated to providing high-value solutions to Alaska's manufacturers. This position will work to address the needs of manufacturing firms, including: supply and sales efficiencies, workflow efficiency, operational transformation, talent acquisition, and workforce readiness, accelerating products to market, and aiding firms entering new markets.
Duties:
30Provide Council in the Area of Supply Chain Management (30%) Support activities that build out supply chain expertise and awareness across Alaska:
• Manage and participate in the execution of an Alaska specific supply chain gap analysis.
• Develop and maintain ongoing professional relationships with businesses, business groups, and trade/professional associations.
• Act as a representative for the University of Alaska and as a resource for local, regional and statewide economic development and governmental partners.
• Participate in or lead public events and workshops focused on delivering information, research results, and best practice information.
• Continuously study Alaska and global trends in supply chain management.
• Develop and write reports, educational pieces, and articles to inform about emerging supply chain issues and to disseminate useful information to manufacturers.Essential 5OTHER DUTIES (5%) Public representation, extensive statewide and possibly national travel (some overnight), manage costs for greatest direct service engagement, and office management. Create and continuously improve programs geared toward supply chain optimization.Essential 5PARTNERSHIP COMMUNICATIONS AND ONGOING DEVELOPMENT (5%) Participate in formal and informal teams to help solve manufacturing needs. Maintain ongoing communication with all agency representatives, private sector clients, and donors to ensure expectations of programs are achieved; plan, develop, and coordinate activities with agency representatives & private contributors as requested or required. This may include assisting in preparing an annual report or other written submittals.Essential 51Provide Research and Technical Assistance to Alaska Businesses in the Area of Supply Chain Management (51%) Support activities that drive potential clients to the Alaska MEP, including, but not limited to:
• Synthesizing existing research on supply chain optimization to include data analysis, conducting web-based research, and literature reviews.
• Provide market analysis and feasibility studies for clients that are often complex questions as they relate to supply chain and optimization problems.
• Will work with different stakeholders to gather supply chain information and engage in design processes for gathering information.
• Educate clients on the research and best practices of supply chain management.
• Prepare, present, and negotiate client proposals to include fiscal and statistical information as needed, collaborate and assist the manufacturer in the identification of return on investment and the economic impact of projects through various research studies. May speak as the principal spokesperson for the project.
• Connect clients to services, tools, and information tailored to the needs of the client with the support of the Alaska MEP team. This may include leading a workgroup of professionals in the field.
• Participate in expanding programs and services to all sectors.
• Provide follow-up services and coaching to ensure change is embedded within the manufacturer and desired goals are achieved. Will coordinate with other research professionals in the field and communicate findings.
• Manage fee-for-service projects.
• Field all supply chain inquiries.Essential 9PERSONNEL, CONTRACTOR, and PERFORMANCE MANAGEMENT (9%) Serve as a critical point of contact to all contactors of the Alaska MEP supporting supply chain optimization efforts; no formal authority as a supervisor will be held. Work closely with the Alaska MEP Director. Duties will include, but not be limited to the following:
• Develop agenda, organize, and manage regular meetings with clients and contractors to ensure efficient progress is made toward objectives, goals, and client projects.
• Monitor contractor performance and client deliverable(s).
• Post-performance evaluation(s).
• Develop internal methods for tracking client and contractor metrics; and
• Initiate, track, and engage throughout the successful completion of NIST MEP client surveys for reporting purposes.Essential
The Alaska MEP Supply Chain Optimization Manager will create and implement supply chain services to fulfill national needs and support manufacturing in Alaska. The successful candidate will apply critical thinking, analytic and problem-solving skills and be responsible for: 1) connecting Alaska Businesses to technical assistance in the area of Supply Chain Management; 2) Serving as a supply chain resource for Alaska - mentoring others as well as connecting with digital supply chain information systems; 3) Contributing to the Alaska MEP efforts to improve the overall supply chain understanding (suppliers and buyers) and functionality across Alaska, including mapping the Alaska supply chain ecosystem to identify key strengths and gaps.
The Alaska MEP is hosted by the University of Alaska Anchorage (UAA) and is one of the UAA Business Enterprise Institute (BEI) centers. The UAA BEI's mission is to develop and diversify the economy of Alaska. The BEI vision is to position the University of Alaska as the “go to” business and industry partner, able to address business needs across all spectrums of business size and scope. BEI provides a platform for high-level consultancy between industries, the business community and the associated suite of centers housed within the UAA BEI address Alaska-based businesses' full scale and life cycle. The UAA BEI suite of centers links economic development programs across the UA system and supports businesses and entrepreneurial capacities across Alaska.
Knowledge, Skills, Abilities:
The Alaska MEP Supply Chain Optimization Manager will be a self-starter and critical thinker, ready to solve problems and make decisions with some administrative and supervisory input.
The successful candidate will possess strong project management skills; knowledge of project development, implementation, and tracking; performance measurement; and client and contractor management. The candidate must possess strong writing and oral communication or public speaking skills, excellent interpersonal and organizational skills, and work efficiently and effectively in independent and collaborative situations. Preference will be given to individuals with Lean Six Sigma green belt certification and project management training.
• Aptitude in data analysis, identifying underlying challenges and problems, and then problem-solving - comfort with designing processes for tools for gathering information;
• Ability to condense information into reports for publication and to share information in a variety of formats with various constituents;
• Experience working in a consortium model and comfort with sharing reports and data with partner organizations;
• Practice with acquiring, analyzing, and interpreting quantitative and qualitative data for decision-making - may use fiscal and statistical knowledge to develop reports;
• Experience in leading groups of manufacturers and stakeholders toward common goals;
• Ability to relate well to support staff, faculty, senior executives, and contracting professionals;
• Good judgment, tact, and discretion in dealing with sensitive and confidential matters;
• Excellent organizational and leadership skills with the ability to work under time pressures, multiple simultaneous demands, and multiple stakeholders while maintaining excellent attention to detail;
• Project management and implementation skills;.
• Basic knowledge of Google apps products; and
• Excellent written communications required, including intermediate to advanced computer skills, utilizing Microsoft Office programs, e.g., MS Office, PowerPoint, and Internet applications.
Preferred Experience & Education:
PREFERRED QUALIFICATIONS:
● Bachelor's in business, engineering, or similar.
● Broad business development and manufacturing operations knowledge.
● Experience in the manufacturing sector, including procurement, quality assurance, or production operations experience.
● Demonstrated experience managing significant project load.
● Demonstrated skills in establishing and maintaining effective support and working relationships with internal, public, and private stakeholders.
● Project management experience (Including Information Systems).
Required Experience & Education:
MINIMUM EDUCATION/EXPERIENCE:
• A Bachelor's Degree in business, marketing, industrial management, engineering, or a related field is required.
• One year experience in business, marketing, industrial management, or manufacturing.
• Qualified candidates should possess data analysis and project initiation and management skills. Seeking an applicant having some prior experience within a unit or department that secures revenues through customer-directed billable services (e.g. training, consulting, coaching, and process improvement services.)
• Must demonstrate background and experience with being client focused.

Salary Information:
This is a full-time, 12-month, term-funded, exempt staff position complete with both a competitive salary and https://alaska.edu/jobs/benefits.php.
