Position Purpose:
This position is responsible for AIDEA’s financial records and reporting. This position performs all functions necessary to ensure compliance with statutory and bond related reporting requirements, general ledger accuracy and completeness, various types of budgets are managed successfully, business processes and procedures are efficient and effective, and appropriate internal controls are implemented. This position performs higher level duties as assigned by the CFO.
Essential Functions:
§ Responsible for overall finance team performance and functionality; provides oversight to ensure the financial accounting system is updated accurately and completely, and processes and procedures are implemented effectively and efficiently.
§ Reviews and posts transactions, reconciliations, and other ledger entries to ensure accuracy, appropriate coding, authorized and available funds, timely processing, and that these items include sufficient supporting documentation with the appropriate approvals.
§ Provides oversight for routine accounting activities and the recording of those activities in the general ledger, including accounts receivable, accounts payable, banking and investments, loan transactions, and other transactions related to capital projects.
§ Performs research to ensure compliance with authoritative guidance for new accounting standards for financial statement reporting and to determine the appropriate accounting treatment for non-routine transactions.
§ Develops, designs, and implements policies, procedures, and work processes to ensure transactions are recorded in the accounting system in conformance with applicable accounting standards and authoritative guidance.
§ Develops, designs and implements internal accounting controls to ensure the accuracy and integrity of financial information.
· Monitors GAAP, FASB, and GASB for updates that may affect AIDEA’s financial processes or reporting; produces summaries to explain the changes and expected impacts of these changes and proposes methodology for implementing changes in accordance with updated requirements.
· Works closely with the management and finance teams to make process improvements and provide policy recommendations.
§ Prepares general ledger entries for complex transactions with supporting analysis.
§ Prepares staff evaluations and addresses performance issues as needed.
§ Prepares accurate financial statement reports and is responsible for producing AIDEA’s annual audited financial statements.
§ Oversees and coordinates work performed by the internal finance team and the external auditors; prepares footnote disclosures, produces supporting schedules, and performs analysis supporting the amounts included in the financial statements.
§ Prepares or oversees reports provided to AIDEA’s management, including periodic financial statements, operating or project budgets and expenditures, projected and historic cash flows, and other reports or analysis as needed.
· Tracks, reports, and analyzes budget variances.
· Ensures bond and statutory compliance with financial reporting requirements.
· Provides financial data and/or analysis to executive leadership, project managers, procurement team, federal grantors, grantees, and others.
§ Oversees the preparation of financial reports required under OMB Circular A-133 for AIDEA.
§ Prepares responses to legislative requests and other requests for financial information.
§ May be required to testify in legislative hearings for AIDEA.
§ Recommends targets or benchmarks for measuring the performance of company operations, investments, owned assets, and loans financed.
§ Participates in the planning and funding of AIDEA projects.
§ Provides input and support to project managers and management regarding the financing and structure of AIDEA projects, including the review of project agreements for financial terms and structure.
§ Aids in coordination of funding and grant development. Provides funding information to internal and external sources relating to AIDEA projects.
§ Certifies that funds are available for planned capital project procurements and works with project managers to ensure funds cited are appropriate.
§ Ensures all financial compliance requirements are met for federal funds.
§ Works with staff in other departments to ensure financial components of complex projects are appropriately supported by the finance department
§ Serves as the primary authority for all compliance matters related to bonding, including MSRB regulations, EMMA filings, IRS requirements, and adherence to AIDEA’s bond resolutions.
§ Participates in the preparation and presentation of financial information for official statements and rating agency presentations, and provides other support related to bond sales.

While performing the duties of this job, the employee is frequently required to sit; use hands or fingers; handle or feel; talk and hear. The employee is occasionally required to reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
Describe the Level of Authority and Independence the Incumbent of the Position Exercises.
The position exercises independent judgment and discretion regarding matters of significance, overseeing the finance team and developing, designing and implementing policies, procedures, work process and internal controls, ensuring effectiveness and efficiency. This position serves as the subject matter expert regarding compliance relating to bonding and serves as a strategic resource to management on a variety of complex financial issues.
Special Requirements of this Position, if not listed above:
Requires intermediate skills in word processing, spreadsheet software, and database software; basic skills in email and general office equipment. Requires advanced skills using enterprise accounting system (multi-relational database).
§ Knowledge of GAAP, GASB, and FASB accounting principles and standards.
§ Ability to research accounting principles and pronouncements to ensure compliance with applicable standards.
§ Knowledge of governmental budgeting principles and practices.
§ Knowledge of principles and practices of personnel management and supervision.
§ Skilled at gathering and analyzing financial data, addressing complex issues with solutions, and establishing a comprehensive reporting system.
§ Ability to function with a high degree of independence, prioritize competing demands, and meet deadlines.
§ Skills in communicating financial information to non-financial audiences
§ Excellent verbal and written communication skills
Desired Qualifications:
Bachelor’s degree in Accounting and at least five years of professional accounting experience. Must have experience in preparing audited financial statements including all footnote disclosures. Prior public accounting experience and supervisory experience is very desirable and preferred. Preference will be given to candidates with a CPA license.
