Position Summary:

The University of Alaska Land Management (UALM) is responsible for stewardship and management of the ~150,000 acres of land and real property owned by the University of Alaska. We generate revenue from university trust and non-trust real property for the benefit of the endowment and the Major Academic Units (MAUs).



1-20Direct the financial operations for the Land Management Office, which includes oversight of real property transactions for the Land Management Office, UA Foundation, University of Alaska Anchorage, University of Alaska Southeast, and University of Alaska Fairbanks. The complex financial operations of the UALM include project development activities with average annual expenditures of $6-7M. Develop and manage project accounts for an average of 110 funds with 175 predecessors and 8 orgs. Responsible for all expense and revenue fund accounting transactions related to land management activities including land sales, land acquisitions, land contract principal and interest payments, commercial and residential leases, permits, timber sales, mineral leases, oil and gas leases, material sales, royalty payments, easements and rights-of-way, and other fees.Essential 2-20Independently manages all fiscal operations for UA Land Management. Chief financial advisor to the Director and senior managers for strategic fiscal planning and analysis of revenue and expenditure trends. Lead senior management in long-range planning and forecasting of project needs and operating budgets for development of the university's 150,000 acres of investment and educational properties. Responsible for developing Land Management's approximately $4 million annual budget and authorizing expenditures for development projects of up to $500,000. Perform budget analyses and manage fiscal activity/fund accounting processes for over 175 projects.Essential 3-15Coordinate and prepare monthly management reports including execution (with signatory authority) of related labor redistributions and journal vouchers. As requested by SW Budget Office, prepare and send formal management reports including projections for remaining fiscal year receipts and expenses. Prepare and submit UALM's annual revenue report to SW Controller's office. Create quarterly and annual expense and revenue reports for LM Director and Board of Regents. Responsible for providing information and reports to executive staff and/or legislators when requested.Essential 4-10Supervise and train all administrative staff in accounting functions including Banner and how to provide a full range of administrative services for the office including purchasing, correspondence, file maintenance, travel, website maintenance, land sale information distribution and basic mapping. Responsible for hiring and firing administrative staff. Develop and implement Land Management procedures and processes relating to purchasing, travel, accounts receivable, accounts payable, payroll, and land sale receipts and reconciliation.Essential 5-10Manage and analyze the terms and conditions of all Land Management contracts and agreements to ensure fiscal compliance, including timely receipt of all payments, penalties, Consumer Price Index increases, taxes, etc. Calculate and notice lessees of Consumer Price Index increases. Coordinate directly with internal and external fiscal managers to audit annual financial statements and reconciliations related to UA Land Management contracts. Develop, manage and reconcile joint project Reimbursable Services Agreements with multiple State of Alaska agencies.Essential 6-10Asset management responsibility for all UA real property assets in excess of 150,000 acres. Responsible for ensuring that all real property assets are accounted for in the UA Land Information System database and for reconciling those assets to account for all acquisitions, disposals, and other transfers. Responsible for accounting for and reconciling UA real property by interest type (surface estate, subsurface estate, mineral estate, timber rights, etc.) and title type (grant lands, settlement lands, acquisition lands, donated lands, etc.) to ensure proper financial accounting and real property inventoriesEssential 7-10Create and manage the Department's Master Work Plan. This Master Work Plan and its related reports help detail, maintain, and monitor all revenue and expense projections and actual receipts including the tracking of department and project labor. The Fiscal Manager leads monthly discussions on specific project targets and actuals to help staff ensure fiscal year targets are being met and revenue exceptions are being monitored.Essential 8-5Responsible for analyzing and reconciling First National Bank escrow accounts (land sale contracts & deeds of trusts) on a monthly basis, ensuring all principal and interest payments have been correctly deposited to the University's bank account and verifying that all escrow accounts are in good standing. Responsible for monthly transfers, through journal vouchers, of all principal, interest and fees received in the escrow accounts to the appropriate revenue accounts. Develop and generate monthly financed and cash sales reports using UA Land Management's Land Information System. Using these reports, reconcile land sale transactions and transfer cash deposits to the appropriate fund accounts. Calculate and report monthly accounts receivable increase, monthly gain on sales, and acquisition values of all new sales. Will be responsible for administering the escrow program should the market prove favorable and if additional lands are received through a federal land grant.Essential

The fiscal manager is the chief financial officer for UALM, directing all financial operations of the department, which includes fiscal support for university real property managed by the universities, UA Foundation, and university trust and investment lands. This position manages an annual budget of ~$4 million and tracks project revenues of $6-7 million annually (gross). The fiscal manager operates under long-range administrative direction and is also responsible for preparing the annual budget, projecting revenues and expenses, providing financial reports, and other complex fiscal responsibilities for the Director of UALM, University System Office executive leadership, and the Board of Regents. The fiscal manager is also responsible for supervising administrative and business duties for UALM, which are carried out primarily by the Business Manager.


Knowledge, Skills, Abilities:


• Extensive or advanced knowledge of accounting theory, fiscal rules and regulation, and GAAP compliance requirements.

• Knowledge of strategic budget planning procedures, budget forecasting, and business planning, preferably as these related to real property management.

• Advanced spreadsheet, database, and reporting skills.

• Ability to problem solve, design, and implement improvements to fiscal programs with system-wide impact, specifically related to real property.

• Strong communication and personnel management skills.


Required Education or Training:

Bachelor's degree in accounting or related field and 5 years progressively responsible professional or management fiscal experience, or an equivalent combination of training and experience. A Master's degree or professional licensure preferred (e.g. CPA, CFM).


Must have and maintain a Valid Driver License.


Salary Information:


This is a full-time, 12-month, exempt staff position complete with both a competitive salary and New hires will be placed on the, Grade 82, based on education and experience.
