Position Summary
The Education and Employment Program Manager provides and ensures a high quality of service delivery in all aspects of youth care through direct supervision, management, and program development. They oversee the day-to-day operations of their assigned program including but not limited to, budget, safety, staffing, data management, and compliance with local, state, and federal regulations. Additionally, they ensure alignment with the Agency’s Diversity Equity and Inclusion objectives. The Program Manager serves in a leadership position and therefore will exercise independent and sound judgment particularly regarding youth and facility safety. They model and uphold a strong commitment to the mission, values, and young people of Covenant House Alaska.
The Education and Employment Program Manager will help support a learning community that contributes to the overall experience and success of youth. They will act as a liaison between Covey Academy and other CHA programs, community partners, or other educational institutions to coordinate youth resources and services across multiple service areas for youth.
Essential Functions
Exemplify the Covenant House Mission and values to the staff, youth and the community we serve
Provide direct services to youth.
Provide supervision of the building, including coverage of various areas of the building when the Program Director is not available.
Actively participate in all staff meetings and trainings.
Maintain a positive and professional working relationship with the public, including placement agencies and families of the youth we serve.
Demonstrate an enthusiastic commitment to the job and the youth we serve.
Accept and integrate supervision.
Provide supervision within the Agency’s structure and guidelines.
Seek out new information and training in the field.
Act as an advocate for youth and support their interactions with staff, partners, and their peers.
Serves as a member of the Admin On-Call pool to support direct care staff.
Coordinates and oversees a range of processes and programs in areas such as admissions, registration, placement, and career services.
Lead efforts to promote and maintain a welcoming, inclusive, accessible, and supportive environment.
Develops a comprehensive youth program that promotes youth achievement, engagement, and retention.
Provides advice and information to youth on short and long-term educational/trainings and career goals.
Interact with youth regularly to provide information and assistance concerning academic issues, peer conflicts, personal problems, and crisis intervention.
Ensure youth conduct, progress and attendance is monitored and addressed as needed.
Coordinates and supports community efforts to provide academic, social and cultural activities which foster the development of positive citizens, and leaders.
Keep supervisor fully always informed.
Staff Supervision
Interview, train, and directly supervise Covey Academy staff.
Prioritize and assign tasks to meet goals and objectives of Covey Academy.
Promote personal and professional growth among staff by conducting one-on one supervisions, weekly staff meetings, and providing on-going feedback to foster community engagement and development.
Data Management & Outcome Evaluation
Maintain database (ETO) management and assist in implementing data protocols.
Ensure the accuracy and timeliness of data entry by Covey Academy staff for grant reporting.
Maintain a dialogue with the Data Manager to improve data design, quality and processes in ETO.
Analyze data to track outcomes to help inform program design and decisions.
Administrative
Create special programs and major events to promote opportunities for and to provide support to achieve youth learning outcomes and success.
Managing multiple youth services areas and ensuring coordination of services between CHA and partners.
Participate in committees and facilitate meetings for the purpose of identifying appropriate actions and developing recommendations in support of the Covey Academy programming.
Participate in program policies and procedures review and development.
Attend Management Meetings in the absence of the Program Director
Qualifications
Minimum Education
Bachelor's degree in Human Services, Psychology, Sociology, or related field is preferred. Experience can substitute for post-secondary education on a year-for-year basis.
Minimum Experience
Experience working in youth services and/or in a community agency that provides services to young adults from diverse backgrounds. Experience providing direct supervision and evaluation of staff preferred. Experience in education with student conduct, emergency response, and crisis management preferred.
Knowledge, Skills, and Abilities Required
Understand and comply with all Agency policies and procedures, including Child Protection Policies.
Understand and comply with all principles of Trauma-Informed Care. Willingness to acquire basic concepts in care coordination for adolescents and young adults and incorporate into service-provision.
Is approachable, relatable, builds rapport well, and practices active listening with individuals of varied cultural backgrounds, embracing differences in behavior and lifestyle choices.
Knowledge of community social service resources to assist students with needs related to housing, employment, education, and social-emotional well-being.
Knowledge of crisis intervention and ability to address conflict between students exhibiting challenging behaviors; able to respond quickly and safely while continuing to be a settling influence in crisis situations and emergencies.
Can maintain confidentiality while understanding and complying with requirements of mandated reporting, duty to warn, HIPAA, and other limits to confidentiality.
Willingness to utilize training opportunities in support of personal and professional growth, competence development, and to increase overall capacity to serve students every day.
Well-developed verbal and written communication skills.
Proficient with standard computer operating systems. Ability to navigate Microsoft Office Suite, online databases, and other programs and websites as required.
Willingness and ability to work outside of normal business hours as well as Holidays and weekends as needed.
Willingness and ability to attain a CPR/First Aid Certification.
Possess a current and valid Driver's License
Acceptable driving record assessed through CHA’s Drivers Acceptability Matrix
Pass federal, state, and local background check investigations.
Organizational abilities and level of responsibility conducive to ensuring team and student safety, keeping supplies inventoried and stocked, and tracking and reporting on grant-funded activities.
Able to articulate successes and challenges experienced by students to inform program development and effectively communicate with staff, community partners, funding sources, and others.
Willingness to see past differences in behavior and functioning and ability to passionately advocate for the right of all students to be valued, supported, and housed.
Leadership skills and ability to tactfully and effectively coach team members.
Working Conditions
Position works in both an office setting and within the Covey Academy building.
Noise level is mild to moderate, consistent with office and residential environments.
Must have the ability to communicate information and ideas so others will understand.
Must be able to exchange accurate information in these situations
Must have the ability to observe details within close range.
Must be able to remain in stationary position for extended periods of time.
Must be able to move within the office to access files and office equipment.
Consistently operates a computer and related office machinery.
Must be able to ascend/descend stairways to monitor the space within a two-story building with and possibly without the assistance of an elevator
Regularly moves items up to 40 pounds while ascending/descending stairways to assist residents moving in and out of the building.
