Position Summary:

The University of Alaska Human Resources department is recruiting for an HR Accounting Manager. This position is responsible for managing the operations of accounting and payroll tax compliance, monitoring and directing the financial reporting activities, and will be in charge of all internal and external reporting requirements. As the HR Accounting Manager, you will lead a team to work well within deadline constraints and a multitude of accounting activities, including general ledger preparation and management, year-end audit preparation, regulatory audits, and the support of budget/forecasting activities on a quarterly basis.

Duties:

Represent the university to the public in explaining and defending university policies and plans. Manage and coordinate cross-functional team meetings; identify the appropriate departments and/or personnel to be involved. Develop relationships with campus HR leadership, cross-functional leadership, and other HR and Finance teams. Resolve politically sensitive or complex situations. Perform other duties as assigned.

Direct all aspects of HR taxation encompassing payroll and benefits including UA tax reporting, monitoring, interpreting, and implementing federal, state, and UA laws/policies/regulations including tax law, INS, garnishment and labor laws that may affect payroll, HR accounting, and/or processing and ensure UA's compliance with these laws.

Advise and assist in strategic planning for HR and decision making regarding benefit plan or vendor changes, Union contracts, UA policy or regulation changes, personnel policy or procedural changes, and finance policy or procedural changes. Resolve questions or issues concerning compliance. Assess and implement procedures as a result of changes to regulations.

Identify best practices and advocate sound HR and accounting principles in all aspects of process and procedure improvement. Train and assist staff in recognizing and implementing improvements or potential risks due to a loss of data integrity or inconsistent processes.

Implement tools and procedures to aid in the efficiency and effectiveness of HR Accounting. Identify system service needs and develop processes to meet those needs. Coordinate with HRIS and EAS in the modification or implementation of reports or queries for use by HR accounting. Assign adhoc reporting requests to HR accounting staff giving assistance as needed to define scope and data elements of the reports.

Responsible for maintaining a system of internal controls for UA payroll disbursement and for providing technical and analytical support for the development and implementation of business strategies, process improvements, policies, objectives, and monitoring financial decision-making approvals. Recommend improvements to enhance the accuracy and timeliness of information and enhance the system of internal controls. Keep abreast with the latest advancements in payroll practices. Evaluate industry trends and standards and determine if optimizations or policy changes are appropriate for UA.

Manage HR accounting staff to effectively meet the goals of the UA HR office and the university including directing and providing technical leadership and training best practices to staff throughout the UA system on all levels of processes and procedures relevant to accounting. Train HR staff on customer service ensuring that the needs of internal and external customers are being met.

This position can be located in Anchorage, Fairbanks or Juneau.

KNOWLEDGE/SKILLS/ABILITIES:

Requires working understanding of HR (payroll, personnel, benefits, recruitment, budget), including HR processes, HR theory, and HR compliance
Requires working understanding of complex business and/or financial systems and how information flows between and impacts different functional areas
Requires intermediate knowledge of MS Access, Oracle Data browser, or other database reporting tools
Requires knowledge of bank transaction and cash control methods
Requires advanced knowledge of automated accounting systems
Requires knowledge of complex spreadsheet and database development and computer-generated reports
Requires advanced knowledge of accounting theory and generally accepted accounting principles (GAAP)
Requires advanced knowledge of rules and regulations associated with fiscal activities
Requires an advanced knowledge level of MS Word and Excel
Requires comprehensive understanding of Banner HR, Banner Finance
Requires knowledge of strategic planning procedures and project management
Requires knowledge of cost/benefit analysis, budget forecasting techniques, and budget preparation procedures
Requires knowledge of compliance requirements specifically in tax
Demonstrated evidence practicing leadership principles, management and supervision, training and development, and performance management in order to create a positive and professional team
Must be able to adapt to new system interfaces with ease

REQUIRED EDUCATION OR TRAINING:

Bachelor's degree in accounting, business, or related field, or an equivalent combination of training and experience. Professional licensure preferred (CPA, CFM). Minimum 5 years progressively responsible professional or management fiscal experience.
