General Functions:

The Human Resources Generalist (I/II/III) position supports the Human Resources Department (HR) in all aspects of HR.  Starting level is determined based on qualifications and experience upon hire.  This position supports human resources department objectives primarily by providing service in recruitment, employment processing, compensation, benefits, training and development, records management, employee relations, and personnel transactions that provide an employee-oriented, high performance culture that emphasizes CITC’s core values.


Duties and Responsibilities:

Human Resources Generalist I

  • Administer various human resources plans, policies, and procedures.
  • Participate in developing department goals, objectives, and strategies.
  • Assist in development and implementation of personnel policies and procedures.
  • Serve as an active member of the interview and selection committees, ensure that all interviews are conducted in a consistent manner and are in accordance with CITC policies and relevant laws and regulations.
  • Develop, write and/or review job descriptions and interview questions to determine effectiveness and compliance with employment law.
  • Screen applications for requirements as outlined by the current vacancy’s job description.
  • Establish and maintain relations with outside agencies and recruiters to enhance recruitment effort; seek candidates through open houses, job fairs and other resources.
  • Research and recommend employee training and development courses.
  • Improve manager and employee performance by identifying and clarifying problems; evaluating potential solutions; implementing selected solution; coaching and counseling supervisors and employees.
  • Respond appropriately to supervisor and employee questions, comments and/or concerns.
  • Comply with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising Director of Human Resources on needed actions. 
  • Perform outreach to community resources as needed
  • Communicate Human Resources policies, procedures, and current and pending legislation, standards, government regulations, and industry trends to employees, supervisors/managers, directors and executive personnel. 
  • Work with department leadership to ensure annual performance evaluations are conducted and submitted. 
  • Performs various areas of benefits administration for CITC.
  • Provide assistance to new, current, and prospective employees who have questions and/or who are applying for employee benefits including, but not limited to: Health Insurance, Cafeteria Plans, Life & Disabilities Insurance, FMLA, CITC Retirement Plans, etc.
  • Acts as liaison between CITC’s benefit carriers and employees as needed.
  • Assist in conducting new-hire orientation and process on-boarding paperwork.
  • Participates in staff meetings and trainings.
  • Completes special projects as required in support of company or corporate activities.
  • Perform other related duties as assigned.

Human Resources Generalist II

  • Perform all duties/responsibilities of HR Generalist I with a high level of proficiency.
  • Works in partnership with the Employee Relations Manager to prepare HR related data for reporting purposes.
  • Takes a lead role in HR related processes and procedures evaluation and makes suggestions to improve efficiency and workflow.
  • Prepares company-wide communications that involve employee related strategic initiatives.

Human Resources Generalist III

  • Perform all duties/Responsibilities of HR Generalist I/II with a high level of proficiency.
  • Serves as an internal resource for other HR staff.
  • Performs as the step-up manager for HR in the event the Employee Relations Manager and Chief Administrative Officer are unavailable.

Job Responsibilities Related to Patient Privacy:

  • The incumbent is expected to protect the privacy of all patient information in accordance with CITC’s privacy policies, procedures and practices, as required by federal and state law, and in accordance with general principles of professionalism as a health care provider.  Failure to comply with CITC’s policies and procedures on patient privacy may result in disciplinary action up to and including termination of employment or membership or association with CITC.
  • The incumbent may access protected health information and other patient information only to the extent that is necessary to complete your job duties.  The incumbent may only share such information with those who have a need to know specific patient information you have in your possession to complete their job responsibilities related to treatment, payment or other CITC operations.
  • The incumbent is encouraged and expected to report, without the threat of retaliation, any concerns regarding CITC’s policies and procedures on patient privacy and any observed practices in violation of the policy to the designated Privacy Officer.
  • The incumbent is expected to actively participate in CITC privacy training and is required to communicate privacy policy information to coworkers, students, patients and others in accordance with CITC policy.

  • Demonstrated ability for timeliness and ability to meet deadlines and changing priorities.
  • Demonstrated ability to conduct group/team facilitation.
  • Possess a strong working knowledge and understanding of FMLA, EEO, ADA and FLSA regulations and other federal and state labor and employment laws.

Minimum Qualifications:


  • Associates degree in Human Resources, Business Administration, Organizational Development, Psychology or related field.  Relevant experience may substitute for educational requirement on a year for year basis.
  • Two years progressive experience in Human Resources that encompasses all HR functions: Employee Relations, Recruiting, Benefits Administration and Training/Development.


  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development, Psychology, or related field. Relevant experience may substitute for educational requirement on a year-for-year basis.
  • Three to Five years progressive experience in Human Resources that encompasses all HR functions: Employee Relations, Recruiting, Benefits Administration and Training/Development.



  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development, Psychology, or related field. Relevant experience may substitute for educational requirement on a year-for-year basis.
  • Five to seven years of progressive experience in Human Resources that encompassed all HR functions:  Employee Relations, Recruiting, Benefits Administration and Training/Development.
  • At least two years of supervisory experience.



  • PHR/SHRM or equivalent certified
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
  • Continued employment is contingent upon receipt of satisfactory state and federal background check.
  • Must have a valid Alaska Driver’s license and be insurable under CITC’s automotive insurance.


Preferred Qualifications:

  • Two to seven years’ experience in an AK Native Corporation or AK Native Non-profit setting and/or organization serving AN/AI people strongly preferred.
