Job Title: Health Information Management (HIM) Technician

Job Summary: Under general supervision of the Health Information Management Manager, incumbent is responsible for carrying out a wide variety of health information functions. Provides quality services to all customers who require assistance from the Health Information Management division through various sources of communication. The HIM technician will manage, maintain and organize patient health-care records and other technical functions in a timely and efficient manner ensuring accuracy and providing customers with the highest quality of production. Guarantees the privacy of clients by safeguarding and protecting PHI in the performance of duties. Is responsible for efficiently and accurately preparing, scanning and quality checking documents in the electronic health record (EHR). Will assist with internal/external record requests.

Representative Duties: Under general supervision of the Health Information Management Manager, job incumbent will:

1. Possess knowledge and the ability to understand and become knowledgeable of the Release of Information (ROI) standards, TCC Policies and Procedures, Federal, State, IHS, HIPAA and 42 CFR Part 2 regulations.

2. Perform all job functions following TCC policies and procedures, Federal, State, IHS, HIPAA/HITECH and 42 CFR Part 2 regulations.

3. Answers telephone inquiries as required, from patients, attorneys, insurance companies, and other healthcare facilities. Communicates effectively with caller using proper telephone etiquette at all times.

4. When requested by provider, obtain copies of records from outside facilities. Contacts other hospitals, clinics, or departments for additional health information required to fulfill internal and external request.

5. Advanced knowledge of and demonstrate proficiency in understanding, using, and extracting information from complex EMR systems, including RPMS, Athena, AFCHAN, Cerner and REACH.

6. Manage the inactive records process.

7. Manage the deceased records process.

8. Ability to use fax, copier, multi-lined phone system, outlook and other required work tools. Ability to learn new equipment at a fast pace.

9. Must be willing to travel to multiple sites based on the needs of TCC.

10. Identify problems or issues with patient information and escalate to the HIMs Manager for assistance.

11. Daily review and prioritize scanning or importing needs to ensure timely documentation.

12. Provide general direction for other TCC staff in documentation imaging processes.

13. Maintain workload and daily productivity and report any findings to the HIMs Manager.

14. Conduct quality review of scanned documents in the EMR for appropriate indexing and image quality to ensure integrity of scanned images by all TCC staff members.

15. Provide training to other TCC staff members on scanning and documenting in the EMR.

16. Must be able to handle multiple interruptions in a polite and professional manner while maintaining attention to detail.

17. Open and sort incoming mail in all the avenues they can be received.

18. Possess knowledge and the ability to understand Power of Attorney, comfort care and DNR documents.

19. Process records in Athena buckets to include individual inbox, HIMs and deletion requests.

Other Responsibilities:

20. Works on projects as assigned or required and have the ability to work on various computer systems and applications.21. During the absence of other staff members, may be required to assist with those duties. 22. Other job-related duties as assigned.

Minimum Qualifications:

1. Associates Degree in Medical Office Administration, Health Information Technology and/or minimum of two (2) years' work experience in the Health Information Management field.

2. Knowledge of HIPAA/HITECH and 42 CFR Part 2 regulations.

3. Must pass background check pursuant to Alaska DHSS and federal Indian Child Protection and Family Violence Prevention Act requirements.

Knowledge, Skills and Abilities:

4. Knowledge of HIPAA regulations, Privacy Act of 1974, and 42 CFR Part 2 relating to patient information.

5. History of strong work ethic with highly reliable attendance and punctuality.

6. Excellent interpersonal, customer service skills and enthusiasm for working with the public with a friendly, customer-focused approach.

7. Ability to handle sensitive and confidential documents and/or information with the utmost discretion.

8. Ability to independently prioritize and accomplish tasks but also work in a team-oriented environment with a focus on cross-training.

9. Ability to work independently, take initiative, exercise sound judgment, and follow directions with minimal supervision.

10. Excellent computer skills, especially with Microsoft Office Suite (Word, Excel, Outlook).

11. Ability to read and comprehend statutes, regulations, and procedures, apply them to specific situations, and explain procedures and requirements to the public and others.

12. Must be proactive in communicating progress and issues, and demonstrate the ability to prioritize workload.

13. Must be able to handle multiple interruptions in a polite and professional manner.

14. Well-organized individual capable of performing a variety of professional-level administrative duties with a high level of attention to detail.

15. Experience effectively managing the work of others, and working effectively in a team setting with individuals from a variety of backgrounds at different levels in the organization to achieve goals and objectives.

16. Ability to follow oral and written instructions, learn and retain information, ask questions and elicit required information, and speak and write clearly and effectively.

Supervision: This position has no supervisory responsibilities.

Physical demands: Work is in an office setting. Manual dexterity required for data entry and computer usage. Incumbent must be able to lift at least thirty pounds, when carrying charts. Standing for extended periods of time required. Incumbent must be able to work evenings, weekends, holidays or when requested. Incumbent must be able to work in a busy, and sometimes stressful environment.

Summation: Incumbent is performs the duties of the HIM Technician. The employee works in the proximity to patients and is therefore exposed to communicable diseases.
