Job Title: Subsidized Work Experience (SWE) Specialist 

Department: Career Development 

Reports To: Career Development Supervisor 

Supervises: SWE Participants 

FLSA Status: Non-Exempt 

Pay Grade:      N5 

Job Type: Regular, Full Time

General Functions:   

In partnership with the Career Development Supervisor, the Subsidized Work Experience Specialist will administer the departments subsidized work experience programs. This position is responsible for recruiting participants and worksites, as well as walking participants through the application and interviewing process for potential subsidized work experience opportunities with internal and external organizations.  This will result in providing meaningful placements for our participants to learn and grow in their career development. This position will also provide ongoing case management for participants during their placement and provide support to the worksite supervisor when needed. The SWE Specialist will have primary responsibility for data collection on a continuous basis and for entering data into the appropriate system.  

 

Duties and Responsibilities:  

 

Participant and Employer Coordination: 

  • Work in partnership with the Career Development Supervisor to develop, implement, and coordinate supported work experience opportunities that develop and enhance participant job skills and experience. 

  • Regularly conduct and attend any recruitment/outreach events for the program.  

  • Assist the Career Development Supervisor with recruiting new employer partners for our subsidized work experience program. 

 

Case Management: 

  • Administer and document employment assessments to participants in the case management system while also assisting the participant through the interview/hiring process, completion of orientation/onboarding/required trainings, and regular worksite visits. 

  • Conduct employment assessments and meet with interested participants to learn about their career interests, work history, education, training, job skills and long-term goals.  

  • Regularly practices integrated case management by coordinating meetings with the participant and any other CITC Case Manager assigned to the case to develop a plan to move the participant towards their goal(s). 

  • Notify interested job seekers and CITC staff of any current and open SWE opportunities, and describe job duties and responsibilities, safety and work habits, pay scale, and other pertinent information with the participant/staff. 

  • Maintain monthly contact with placements on a regular basis with both the participant and the worksite supervisor to update the participant’s file and document progress, challenges, or concerns. 

  • Review all internal referral files for completion and accuracy before scheduling the first appointment to complete the employability assessment.  

  • Screen and refer participants to positions that match their interests and goals while providing support to those participants during their contract while also helping move the participant into unsubsidized employment. 

  • Acts as the point of contact for the SWE Participants. 

 

 

Data Collection and Reporting: 

  • Responsible for ongoing data collection on a continuous basis and for entering and maintaining data and files in the department’s systems for regular review by the Education and Training Manager. 

  • Maintain a current and accurate list of active employers and their SWE vacancies. 

  • Complete timely and detailed participant case notes and data through the SWE systems to ensure program compliance.  

  • Prepare hiring documents and obtain all required signatures according to CITC’s Human Resources and Legal Departments. 

  • Collect, review and manage timecard approvals bi-weekly ensuring that any timecard or pay discrepancies are escalated to the worksite supervisor and the Career Development Supervisor as soon as possible. 

 

Support and Guidance: 

 

  • Act as a point of contact for the SWE programs, addressing any concerns or needs during the placement and discussing issues regularly with the Career Development Supervisor. 

  • Assist the Career Development Supervisor with training new department staff on the SWE program and referral process.  

  • Maintain confidentiality according to regulations and procedures.  

  • Perform other related duties as assigned. 

 

Key Partnerships: 

 

  • Establish and maintain communication networks with CITC programs, non-profit and for-profit agencies, regional Native and Village corporations, and other community employers.  

  • Attend outreach events to promote Career Development services, recruit participants, and engage employers in the Apprenticeship, Internship, and Workforce Development programs.

  • Strong knowledge of current and innovative workforce development strategies and apprentice and internship programs. 

  • Demonstrated knowledge of the Alaska Job Market. 

  • Knowledge of correct personnel recruitment procedures, interviewing techniques, and referral methods. 

  • Demonstrated ability to respond to common inquiries or complaints from participants and/or employer partners or other members of the business community. 

  • Intermediate proficiency in computer skills and in systems needed for the role, including but not limited to CITC’s Case Management system, participant portal, web-based team workspaces, and Microsoft Office software products. 

  • Knowledge of Alaska Native and American Indian culture and/or community resources.

Minimum Qualifications: 

 

  • High School Diploma or GED. 

  • Two (2) years of progressive experience in workforce development or a related field. 

  • Continued employment status will be contingent upon completion of a satisfactory state and federal fingerprint criminal background check. 

  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community. 

  • Valid Alaska driver’s license and be insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years. 

 

 

 

 

Preferred Qualifications:  

 

  • Two (2) years’ experience in an AK Native Corporation or AK Native Non-profit setting and/or organization serving AN/AI people. 

  • Two (2) years’ experience administering Subsidized Work Experience programs and funding. 

Two (2) years’ experience administering, tracking and reporting on a registered apprenticeship. 

 

 

Physical Requirements: 

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  

  • May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.  

  • The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary. 

  • Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
