Position Summary:

Under general direction, this position oversees the development and implementation of prevention and wellness programs in Division of Community Health Services (DCHS) and ensures that all programs are in alignment with the mission and vision of the company.

Position Responsibilities:
Supervises programs related wellness and prevention (including Health Promotion & Disease Prevention and Injury Prevention. Develops and strengthens wellness and prevention programs within Division of Community Health Services through the development of partnerships, collaborations and the pursuit of external and internal resources. Initiates and oversees program development that allows successful attainment of the ANTHC’s Strategic Objective “Reduce rates of preventable disease and injury”.

Works closely with other wellness and prevention efforts in Division of Community Health Services and other ANTHC divisions. In particular, collaborates with wellness/prevention components of other program such as, immunizations, HIV/AIDS prevention, and the Diabetes Program. Coordinates with other Alaska Tribal Health System (ATHS) and Community Health Services programs to ensure alignment and integration. Communicates and coordinates prevention efforts at the state and federal levels.

Collaborates with Indian Health Service with regard to ANTHC Health Promotion/Disease Prevention activities. Provides consultation and technical assistance on request from Alaska Tribal Health Services (ATHS) and ANTHC programs as time and resources permit.

Manages and schedules assigned staff. Develops goals and priorities, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains and coaches assigned staff. Implements corrective actions and conducts performance evaluations. Provides leadership, direction and guidance in prevention and wellness staff.

Tracks relevant health status and workload indicators to assess and ensure efficacy of program efforts in consultation with the Division of Community Health Services Senior Director. Prepares regular progress reports for the ANTHC Board, and other members of the ATHS specific to preventable diseases and unintentional injury data and trends.

Performs other duties as assigned.

KNOWLEDGE and SKILLS 

  • Knowledge of public health education principles and practice, programs, resources, and agencies.
  • Knowledge of principles of epidemiology and public health.
  • Knowledge of concepts, principles, methods and techniques of community-based health promotion and disease prevention and injury prevention.
  • Knowledge of program management methods and processes.
  • Knowledge of program coordination, tracking, and evaluation techniques.
  • Knowledge of Community Health Services programs and functions in the Alaska Tribal Health System (ATHS). 
  • Skill in ability to establish and maintain effective working relations with other ANTHC divisions and programs. 
  • Skill in effectively managing and leading staff, and delegating tasks and authority.
  • Skill in developing and sustaining working partnerships with various organizations both within the ATHS and non-Tribal.
  • Skill in effective written and oral communications, coordination and development of proposals for funding to various federal, state, and private foundations for program development/enhancement.
  • Skill in analyzing community health, wellness and prevention issues and preparing recommendations based on findings.
  • Skill in assessing and prioritizing multiple tasks, projects and demands.
  • Skill in operating a personal computer utilizing a variety of software applications.

MINIMUM EDUCATION QUALIFICATION

Master’s degree in public health, Health Education, or similar discipline related to this field. Progressively responsible professional/exempt work experience may be substituted on a year-for-year basis for college education.

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory – Five (5) years of program management experience. An equivalent combination of relevant education and/or training may be substituted for experience.

AND

Supervisory – Five (5) years supervisory experience in a programmatic and clinical environment. An equivalent combination of relevant education and/or training may be substituted for experience.
