Summary:
Under limited supervision, manages and maintains the remote monitoring system installed on sanitation facilities infrastructure to maximize the benefits it provides to remote Alaska Native communities.

 

Responsibilities:

ANTHC’s Division of Environmental Health and Engineering has installed remote monitoring systems on water and sewer infrastructure in more than 100 rural Alaska Native communities statewide. The primary goal is to prevent emergencies such as freeze-ups and water shortages, and the secondary goal is to improve operations and maintenance practices. The remote monitoring specialist will work with local operations and maintenance personnel, regional partners, and ANTHC staff to manage and maintain the monitoring system statewide to maximize the benefits it provides in terms of maintaining and protecting water and sanitation infrastructure. New installations or modifications to existing systems are conducted every year.

Duties include:

Emergency response:

Reviews and responds to remote monitoring alerts for more than 100 rural Alaska Native communities

Assesses severity of alerts and takes appropriate follow-up actions

Installation:

Installs remote monitoring systems on water & sewer infrastructure in rural Alaska Native communities

Conducts upgrades to existing remote monitoring equipment

Programs sensors and automated alerts

Configures user dashboards and back-end software

Asset management and system monitoring

Tracks and maintains inventory of replacement sensors and other remote monitoring hardware

Identifies non-functioning sensors and systems and develops plans to repair or replace them

Regularly communicates with rural communities to update alerts and identify their remote monitoring needs

Routinely monitors all communities to assure the gateways are still communicating with servers

Software maintenance:

Manages and maintains heat recovery reporting tool

Configures and updates web-based dashboards and interfaces for remote monitoring systems statewide

Ensures all systems meet current standards

Evaluates and implements software and firmware updates for equipment in the field

Training and support

Provides onsite training to local water operators and regional remote maintenance workers on remote monitoring installation and use

Provides training and support to ANTHC staff on remote monitoring installations

Tracks and verifies quality assurance / quality control for remote monitoring system installation and repair

Program development:

Communicates the benefits of the remote monitoring system to various internal and external entities through reports, presentations, etc.

Identifies opportunities for improvement or expansion of remote monitoring system

Collaborates with ANTHC staff and regional and State partners to ensure sustainability of remote monitoring program

Performs other duties as assigned.

KNOWLEDGE and SKILLS

Knowledge of mechanical processes for water and wastewater systems

Knowledge of basic budgeting and cost tracking

Skill in analyzing and interpreting data

Skill in evaluating, analyzing, and generating basic mathematical formulas

Skill in reading and evaluating technical drawings and schematics

Skill in configuring software tools

Skill in operating a personal computer utilizing a variety of software applications, including proficiency in Microsoft Excel

Skill in establishing and maintaining effective working relationships with co-workers and representatives from other local, state and federal agencies

 

MINIMUM EDUCATION QUALIFICATION

A Bachelor degree from an accredited university or the ability to obtain the degree within twelve (12) months of accepting the position. An equivalent amount of relevant work experience may be substituted on a year-for-year basis.

 

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory - 2 years of experience in a related field is required.

PREFERRED EDUCATION QUALIFICATION

A Bachelor of Science degree from an accredited university in a technical field of study such as engineering, computer science, or data science.

 

PREFERRED EXPERIENCE QUALIFICATION

3-5 years of technical experience in electronics, programming and/or data processing software.
