Rural Alaska Community Action Program (RurAL CAP)


SALARY RANGE: $29.81+ DOE, non-exempt

JOB SUMMARY: 
Supports the planning, implementation, and evaluation of the Thriving Communities (TC) Grants Program.  Provides training and technical assistance directly to TC Grantees, and supervises multiple Technical Assistance Specialists located in rural communities throughout Alaska.  Builds program partnerships and completes project reporting requirements.  This is a full-time position that is grant funded through June 30, 2024.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:
1.    Provides supervisory support to multiple part-time Technical Assistance Specialists located in rural communities across Alaska. This includes training, consistent check-ins and support, troubleshooting, and providing referrals to professional development opportunities. 
2.    Work with program partners to ensure Grantees’ needs are met without duplication of efforts.
3.    Provide TTA including trainings, information sessions and one-on-one meetings. Connect TTA recipients to appropriate information, service providers, and specialized trainers, as requested.
4.    As needed, complete site visits to provide local training for Technical Assistance Specialists and Grantees.  
5.    Submit regular progress reports and responds to requests for information on project activities. Work with TA Specialists to ensure adequate reporting and grant management from Grantees. 
6.    Participates in regular supervisory meetings and all required training.

OTHER RESPONSIBILITIES:
1.    Participates in all appropriate training functions, developing and leading workshops, presenting at conferences, etc.
2.    Networks with other RurAL CAP staff, service providers, prevention organizations and agency partners to promote the mission and goals of RurAL CAP.
3.    Performs other duties as assigned.

WORK ENVIRONMENT/JOB CONDITIONS:

6.    Must be able to work weekends, and long hours during occasional peak work periods.  
7.    Regular travel to rural Alaska and ability to carry out job responsibilities in rural areas without, or with limited running water and sewer systems.
8.    Communicates with others outside the organization, representing the organization to customers, the public, and other external sources in person, in writing, or by telephone or e-mail in keeping with current policies & procedures. 
9.    Must have the ability to operate the following equipment: desktop computer, telephone, copier, PC printer, and fax machine.

PHYSICAL DEMANDS:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.  
1.    While performing the duties of this job, the employee is regularly to grasp, type, see, talk, hear, and lift and carry 35 pounds of weight by utilizing proper lifting techniques and working in a safe manner. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials.  
2.    Occasionally performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists and arms for handling, positioning, moving materials, and manipulating things.  
3.    Must be in good general health and free from serious physical, mental health and/or substance abuse problems.

POSITION TYPE/EXPECTED HOURS OF WORK:
This is a full-time position. Days and hours of work are Monday through Friday, 8 a.m. to 5 p.m. or hours vary with location. Occasional evening and weekend work may be required as job duties demand.

TRAVEL:
Occasional travel to rural Alaska is required.  

EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:
1.    Must be at least 18 years of age.
2.    Must pass state and federal background checks, including fingerprints. 
3.    BA/BS in community development, public health, education, program management, or related field plus one (1) year, or equivalent five (5) years equivalent education and work experience in the field of youth development. Responsible work ethic with reliable attendance.
4.    Must have supervisory experience.
5.    Technical experience in coordinating projects; excellent organizational and time-management skills. Able to produce measurable results with minimal supervision.  
6.    Excellent written and analytical skills.
7.    Proven ability and willingness to be self-directed in problem solving and decision-making and perform basic assignment with little or no direct supervision while also working effectively as a team member.
8.    Demonstrated effective oral and written communication skills including expertise in report writing and cross-cultural communication.  
9.    Demonstrated intermediate level of computer skills necessary in order to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook.
10.    Working knowledge of rural Alaska.
11.    Ability to build cooperative relationships which support the goals of the agency.
12.    Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations.  
13.    Must be able to provide own transportation to meet work schedule requirements.

PREFERRED EDUCATION AND EXPERIENCE:
1.    BA/BS in community development, public health, education, program management, or related field plus one (1) year, or equivalent five (5) years equivalent education and work experience in the field of youth development.
2.    Two to three years of supervisory experience. 
3.    Extensive knowledge of social, cultural, and economic conditions in rural Alaska. Experience working with Alaska Native communities. 
4.    Extensive experience providing TTA for organizations or Tribes.
5.    Demonstrated proficiency using MS Word, Excel, PowerPoint, and Publisher.
