Job Summary

The Human Resources Director acts in a key leadership role within Kenaitze Indian Tribe whose primary responsibility is the oversight of the Tribe's human resources functions.  The Director provides guidance to the Executive Director of Tribal Administration and Executive Director of Health Systems in planning and implementing human resources goals, initiatives and structure in alignment with the Tribe's values and vision.  The Director reports to the Executive Director of Tribal Administration and responds to budgetary and performance measures, achievement of goals and strategies, and results of monitoring functions.  This position works towards and encourages collaboration with the Tribe's programs and outside agencies to carry out optimal customer care and support services. 

Essential Functions

  • Responsible for human resources strategic and annual planning.
  • Support and promote Tribal and Native hire preference by: ensuring Tribal and Native hire preference is practiced during the hiring process, training and education regarding preference is conducted with hiring supervisors, long term hiring strategies to improve Tribal and Native hire are developed and implemented.
  • Advisor to the TERO Commission.
  • Responsible for the development and maintenance of the Tribe's compensation and performance management systems.
  • Administer employee benefits, including workers' compensation insurance process, medical, dental, vision, life insurance, and 401(k).  Responsible for overseeing benefit renewals and notifications to staff.
  • Assists the Education and Training Director in the development and implementation of staff training and development programs.
  • Responsible for the development and implementation of the Tribe's employee recognition program.
  • Oversight of the Tribe's recruitment process to ensure optimum internal customer service and best practice, and be directly involved in the recruitment of director and high level health system positions.
  • Oversight of personnel records management.
  • Ensure the Tribe's compliance with applicable state and federal employment laws, including reporting requirements.
  • Develop personnel policies and procedures and provide guidance to the Tribe's supervisors and staff regarding laws and Tribal policies and procedures.
  • Conduct personnel investigations.
  • Develop and maintain the HR dashboard and budget.
  • Provide guidance, mentoring and support to HR personnel.
  • Assist supervisors in creating and/or modifying program organizational structures and job descriptions, submit organizational structures to the Executive Director of Tribal Administration for approval.

Qualifications

Education

  • Bachelor's Degree in Business Administration, or a combination of education and experience in a related field may be substituted for a degree.

Experience

  • Seven years of organizational human resource management and personnel management experience.
  • Experience in the HealthCare field.
  • Experience in the development of human resources and workplace strategies.
  • Experience in compensation structure development and benefit plan development.
  • Experience in budget management.
  • Experience in policy and procedure development & implementation.
  • Experience in public speaking and staff development and training programs.

License/Certification

  • Specialized HR certifications, e.g. Society of Human Resource Management Certified Professional or Senior Certified Professional, and Certified Compensation Professional (CCP).
  • Valid Alaska driver license and must remain insurable under the Tribe's policy.

Special Skills

  • Strong conflict management and investigation skills.
  • Knowledge of state and federal employment and safety laws, and how they apply to Tribes.
  • Knowledge and experience working with cultural diversities.
