Position Summary:

The Controller provides senior leadership and management of the UA’s financial accounting and reporting functions, as well as the efficient and effective monitoring, management, stewardship, and control of UA’s financial resources. The Controller leads UA’s accounting operations in providing accurate and timely financial information, development and communication of financial policies and procedures, implementation of effective internal financial controls, compliance with accounting principles, laws and regulations, and collaborates across UA assuring quality services to UA’s stakeholders.

Duties:

The controller shall report to the chief finance officer of the university. The controller shall: serve as the chief accounting and financial reporting officer; develop financial statements and reports prepared in accordance with pronouncements issued by the Governmental Accounting Standards Board, and other applicable standards or regulations; provide for the completion of timely external audits of university financial statements, records, receipts, and disbursements; cause to be prepared facilities and administrative and benefit rate proposals, and negotiate such rate proposals with the federal government; provide planning, direction, control and oversight over the university’s operating fund investment program, cash management and banking services; ensure the university’s financial activity is within budget authority levels through a management reporting process and other means; develop and maintain a system of internal controls designed to safeguard assets and comply with university policy, regulation, and federal and state statutes; develop and promulgate rules and procedures as in the accounting and administrative manual; oversee the effective operation of the university’s financial systems; oversee and manage the university’s system office budget: fulfill debt compliance covenants and continuing disclosure requirements; and perform such other duties as may be prescribed by the chief finance officer.

The University of Alaska System (UA) is the only public university system in Alaska, comprised of three separately accredited universities and a system office.

Reporting to the System Chief Finance Officer, the Controller serves as the chief accounting officer for UA.  The Controller provides senior leadership and management of the UA’s financial accounting and reporting functions, as well as the efficient and effective monitoring, management, stewardship, and control of UA’s financial resources. The Controller leads UA’s accounting operations in providing accurate and timely financial information, development and communication of financial policies and procedures, implementation of effective internal financial controls, compliance with accounting principles, laws and regulations, and collaborates across UA assuring quality services to UA’s stakeholders. The following functions fall under the leadership and general management of the Controller:

Financial Accounting: audited financial statements, financial reporting, fund accounting

Cost Analysis: facilities and administrative rate development, fringe rates, grant compliance

Financial Systems: maintains and develops the financial enterprise system

Debt: new debt issuances, bond compliance, continuing disclosure, credit rating agencies

System Office budget:  oversee and manage the budget for the System Office

Treasury: oversee cash management and banking, operating fund investments

KNOWLEDGE/SKILLS/ABILITIES:

Strong leadership and problem-solving skills required. Excellent written and verbal communication skills are required. Strong technical accounting experience required. Project management skills preferred. A successful track record of innovation is preferred.

TYPICAL EXPERIENCE:

Substantial accounting, financial and management experience is required.

REQUIRED EDUCATION OR TRAINING:

A Bachelor’s degree is required; a CPA is required. A Master's degree is preferred.
