Position Summary:

The University Police Department at the University of Alaska Anchorage is currently seeking applicants for police officer positions. All officers at the department are sworn police officers and must meet and complete the certification requirements of the Alaska Police Standards Council (APSC). Duties:

Maintain professional and technical knowledge by studying applicable federal, state and local laws, and University rules and regulations; attending department training, educational workshops, and review professional publications. Maintain skill level of both lethal and less than lethal weapons and complete required department testing with satisfactory results. Maintain annual certification of first aid, CPR, and AEDs.

Protect life as a police first responder to emergency incidents, both medical and violent crisis. Requires emergency medical skills (First Aid, CPR, and AED), police defensive tactics, use of firearms (handgun, shotgun, and rifle); use of less than lethal weapons (OC spray, Tasers, and batons), physical control methods, problem solving skills, good communications skill and good judgment.

Conduct both criminal and non-criminal investigations by gathering evidence, conducting interviewing to include victims, witnesses, and suspects. Typical cases may include thefts, underage drinking, DUI, domestic violence, assaults, and sexual assaults. Incumbent must be able to write effective and comprehensive investigative and incident reports and be ready to testify in court as needed.

Provide convenient services to UAA staff, students, and visitors (safety escort, vehicles unlocks and jumpstarts, safety checks of rooms and buildings, and welfare checks on people.) Maintain security for the university through regular/daily building checks; active patrols (foot, bicycle, and vehicle) of all the university property (dorms, apartments, storage areas, buildings, and businesses), both on and off campus; and nightly lock-up of campus buildings. Conduct periodic safety/crime prevention presentations to the public.

Prevent, deter, and detect crimes through active patrols; explain and enforce applicable federal, state and municipal laws and university rules and regulations; mediate disputes. Respond to emergencies and non-emergency calls for service, disturbances, minor consuming parties, and domestic violence incidents; conduct interviews and searches; observe and take appropriate action on suspicious activities; and detain and arrest suspects.

KNOWLEDGE, SKILLS, ABILITIES:This position requires astute observation skills, problem solving skills, and attention to detail. Applicant must demonstrate sound judgment on a day-to-day basis in a broad variety of situations including urgent or emergency situations, stressful and sometimes violent situations. Must be able to use various control tactics and possess effective skills to de-escalate potentially violent situations and carry out appropriate arrest tactics. Must continually maintain community policing knowledge and techniques and be skilled in effective investigative and interview techniques.

Must be able to effectively communicate with people one-on-one, as well as in small group settings and when necessary to present training or safety/crime prevention workshops. Good communication skills and sound judgement are also necessary to effectively testify in court. Must also have sufficient written communication skills, to include appropriate spelling and grammar, and be able to produce effective, accurate incident and investigative reports. Incumbent must have strong computer skills to complete required documents and reports as well as input data. Must be able to create and utilize training materials such as PowerPoint slides.

Must acquire certification from the Alaska Police Standards Counsel (APSC) within one year of date of hire. Applicant must have civilian police academy diploma, high school diploma or equivalent, valid Alaska state driver's license (within 30 days of hire). Current, valid First Aid, AED, CPR certifications are required at all times to save lives and to be a first responder to emergency calls.TYPICAL EXPERIENCE:

This position is full-time, Grade 77 or 79 -- pay grade will be dependent on and commensurate with experience and abilities.

Safety Services - Police (Police Officer Recruit) Grade 77 - No experience as a police officer.
Safety Services - Police (Police Officer Lateral Applicant) Grade 79- Certified / Licensed Officer; State of Alaska or state with reciprocity as defined by the Alaska Police Standards Council.

Must be 21 years of age or older. Alaska certified police officers and/or prior police experience preferred but not required. For out of state police officers and/or previous law enforcement officer experience the Alaska Police Standards Council (APSC) requires the completion of an equivalent law enforcement academy with a minimum of 650 academy hours and a State of Alaska basic law enforcement certificate is required within one year of hire. Position requires a high school diploma or equivalent and a valid Alaska driver's license (within 30 days of hire).

Applicant must be physically fit and able to perform daily job requirements of a police officer. Applicant must meet the minimum employment standards for a police officer as set the by APSC and successfully complete a physical agility test. Applicant must possess and maintain the sufficient physical conditions and sufficient mental health, as required by the Alaska Police Standards Council and determined by a medical exam and physiological examinations. Applicant must also successfully complete a Computer Voice Stress Analysis (CVSA) examination and a drug test.

REQUIRED EDUCATION OR TRAINING:

Requires attention to details; observations skills, problem solving skills, and retention skills. Requires annual and bi-annual qualification of lethal and non-lethal weapons. Requires annual training for first aid, CPR, and AEDs.

These cases may include thefts, computer crimes, fraud, embezzlement, sexual assaults, physical assaults, domestic violence case among others. Requires interview techniques, good communication skill, crime scene processing, problem solving, report writing, computer and surveillance skills.

Enforcing state, federal and local laws, traffic laws, ordinances, and University policies/regulations. Requires knowledge of state and local laws, state and Supreme Court case decisions, university policies and procedures, good people skills, good communication skills, arrest techniques skills, problem solving skills, and good judgment.

SALARY INFORMATION:

This is a full-time, 12-month, non-exempt staff position complete with both a competitive salary and full employee benefits package. This position is full-time, Grade 77 or 79 -- pay grade will be dependent on and commensurate with experience and abilities.
