Job description

The State of Alaska has significant interests in oil and gas through its unique status as a major lessor, regulator, taxing authority, and sovereign. The Oil and Gas Section attorneys represent state client agencies to ensure that the State's vast oil, gas, and geothermal resources are responsibly managed and revenues from royalties and taxes received. The attorney hired for this position primarily will advise on upstream and midstream oil and gas issues including exploration, leasing, unitization, royalties, pipeline right-of-way leasing, and tariff protests. The attorney may also represent the Department of Revenue in state tax matters including oil and gas production tax, corporate income tax, oil and gas property tax, and various state excise taxes. In addition to transactional work, the attorney will represent client agencies in state and federal courts, including trial and appellate courts, and before administrative agencies. The attorney will assist client agencies in review and drafting of state statutes and regulations as well as comments and litigation on federal statutes and regulations. Some travel may be required. Flexible schedules and work from home arrangements may be available. Attorneys in the Juneau and Anchorage offices enjoy stunning views of mountains and oceans. Qualifications

Applicants with three years or more of experience in work in the oil and gas industry or energy sector or state tax litigation are strongly preferred. Experience in bankruptcy is also highly desired. Applicants must have strong communication, oral advocacy, writing, and time management skills; must demonstrate excellent professional judgment; and must exhibit an interest in working on complex matters. Applicants should be highly motivated and able to work as a member of a team with minimal supervision.

Salary and Benefits

Salary will depend upon the legal experience of the selected candidate. Attorneys offered positions requiring relocation may be eligible for moving reimbursement. The State provides a comprehensive state benefits package, which includes health insurance, generous leave accrual, 11 paid holidays, and a variety of retirement plans. Additionally, the State of Alaska is a qualifying employer for student loan forgiveness through the Public Loan Forgiveness Program. Attorneys work a standard 37.5-hour workweek and after an initial training period are eligible for part-time teleworking, alternate workweek, or a flex schedule allowing for a work life balance.
