Summary Job Goal:  Under the supervision of the Tribal Services Manager, Sr. Tribal Operations Specialist is responsible for overseeing the day-to-day operations of the Aid to Tribal Government (ATG) Program.  The Sr. Tribal Operations Specialist assists in directing the internal program operations of the ATG Program and ensures the quality of the program.  Such operations include, but are not limited to, case management, job development and overseeing relevant prevention programs.  The Sr Tribal Operations Specialist will establish systems and support development of policies and procedures; performs duties essential to the training and technical needs of the AVCP member villages.

Performance Responsibilities: including the following. Other duties as assigned.

  • Work closely with Manager in conjunction with Senior Tribal Compliance Specialist.  Carries out Supervisory responsibilities for Tribal Operations Specialist and Tribal Administrator/Duel Supervisor in accordance with the organizations policies and applicable laws. 
  • Assist in the development of work plans in conjunction with Senior Tribal Compliance Specialist with tribally focused business, processes, management.  Identify, evaluate, and address the technical assistance needs of the AVCP member tribes at Tribal Operations level.  Works with Tribal Operations Specialist in providing training in conducting tribal enrollment, meeting, elections, record keeping, ordinance writing & updating organic tribal documents.
  • Responsible for reviewing annual funding agreements, assessment/best practice, and recommendations.
  • Works with the Senior Tribal Compliance Specialist in planning and directing assessments and this position will plan and direct operations staff to conduct the operations portion of risk assessment in conjunction with the Tribal Compliance Specialists.

  • Assists the Tribal Services Manager in identifying and addressing technical assistance needs in the AVCP villages.
  • Coordinates training for tribal councils and provides help in grant writing efforts by tribal governments.
  • Aids on special projects such as tribal enrollment, ordinance writing, etc.
  • Assists Manager in assessing village government status, provides training in record keeping, financial reports, federal and state tax requirements and filing trip reports, quarterly reports to funding agencies.
  • Maintains central files on AVCP village governments.
  • Coordinates village and regional planning efforts.
  • Provides typing, filing, and travel arrangements for regional meetings and training.
  • Ability to work well with various partners & agencies. 
  • Maintains strict confidentiality of information and the program.
  • Travel to AVCP member villages to conduct/assist with MOA presentations, assessments and provide training.
  • Participates in preparation and develop training materials, and present in a workshop(s).

Supervisory:

  • Provide day to day supervision of Tribal Operations Specialist, responsible to act on behalf of the Manager to assist in Tribal Services staff in prioritizing programmatic and organizational issues and work plans that reflect the organization’s strategic goals.  Consult with the Manager where advice or assistance is required, requested, or resolve problems as needed.  Conduct meetings with the Tribal Administrator and tribe’s dual supervisor.

  • Under the direction of the Tribal Services Manager, supervises and collaborates with the Department’s employees and AVCP paid Tribal Administrators; encourages open two-way communication with staff to enhance job satisfaction and overall morale.
  • Develops and maintains a culturally sensitive work environment, including team building.
  • Develops the training tools and training required for Tribal staff to effectively do their jobs.
  • Monitors all phases of the department’s services to ensure that proper policies and procedures are in place.
  • Updates existing departmental policies and creates new ones to improve service procedure standardization and to enhance systemized processes, as required by the Tribal Services Manager.
  • Under the direction of the Tribal Services Manager, recruit, hire, train, and supervise Tribal Services staff and conduct One on Ones.
  • Participate in personnel decisions including hiring and corrective actions.
  • Compiles, reviews, and approves department employee’s timesheets and submits them to payroll.
  • Conducts performance evaluations of department staff as required.
  • Demonstrate skills to effectively negotiate, mediate and make decisions; proven record of being detail oriented.
  • Reports to work timely and consistently.

Must have strong computer skills.

This position requires a thorough understanding of the culture and the needs of the Tribes of the Yukon-Kuskokwim Delta region.

Strong written, oral, organizational, and analytical skills are required.

Bilingual Yup’ik/English is strongly preferred.

Must be able to travel to villages frequently.

Must have strong written and oral communication skills and establish and maintain effective programmatic working relationships.

Must be a self-starter and be able to work independently with minimal supervision, as well as work effectively as a team.

This position is subject to Native Preference per P.L. 93-638.

Education and Experience: 

Bachelor’s Degree from an accredited university in Planning, Rural Development, Business Administration, or two (4) years of work experience in tribal government and/or Native organization experience is required. Knowledge of QuickBooks financial software, desktop publishing software-Microsoft publisher, electronic mail software- Microsoft Outlook, Copier and Printer-document publication binding, Microsoft Office-Word, Excel, Power Point, Teams, Printer, Scanner, Facsimile machine, Rite Track & Concur required.

Knowledge of federal, state, and local regulations and grant program administration is preferred.

Familiarity with Yup’ik lifestyle, traditional, political, social, and cultural structures of the villages is preferred.

Driver’s License

If the use of a company vehicle is required, the employee must have an active Alaska Driver’s license with a driving record that will allow the employee to be insured by the AVCP Vehicle Insurance Policy for use of company vehicles.
