Summary Job Goal: Responsible for identifying training needs, developing curricula, and material. Create career paths for Tribal Administrators, Bookkeepers and Law Enforcement Officers to help with recruitment and retention through the development of curriculum. This position will work with program managers to identify career ladder opportunities for AVCP paid Tribal Administrators, Tribal Bookkeepers, Tribal Court staff, and law enforcement officers. This position will facilitate the cross training within CSD functions which may include training of law enforcement on tribal court codes, etc... Will also be a trainer and/or facilitate the training delivery to Tribal Court Clerks, Tribal Council, Law Enforcement Officers and Tribal Administrators. Reports directly to the CSD Director.
Performance Responsibilities: include the following. Other duties may be assigned.
• Plan and direct CSDs training & technical assistance services
• Conduct individual and team skills gap analyses per program to identify a baseline for planning
• Develop technical training courses for all levels (beginner, intermediate, and advanced) in tribal operations, tribal courts, and Rural Law Enforcement
• Work with program managers to ensure all new hires undergo basic training of services of the division
• Develop and present training material
• Coordinate CSD hosted capacity building workshops
• Provide leadership in coordination and facilitation of large group workshops and training events
Supervisory:
• Develops and maintains a culturally sensitive work environment, including team building.
• Develops the training tools and training required for CSD Training & Technical Assistance Center staff
• This position will supervise the CSD Translator position
• Will lead in personnel decisions including hiring and corrective action of their direct report
• Will work with direct report to set annual & quarterly goals and objectives for the position as well as the CSD T&TA Center function as a whole.
• Will need strong interpersonal skills to coordinate and lead large administrative initiatives such as arranging travel for clients, tribal council, etc.… for large training events or conferences with program support staff from Tribal Services, Tribal Justice, Public Safety, and the Training & Technical Assistance Center.

Must be able to work independently and have good communication and organizational skills. Yup’ik speaking preferred.
Education and Experience: Associate or Arts required. At least two (2) years of relevant experience is required, with Tribal government functions preferred. Intermediate knowledge of computers to include work processors and other programs pertinent to office functions. Familiarity with the Yup’ik culture, language, and lifestyle is required. Bachelor's degree preferred.
