JOB DESCRIPTION  

Job Title: Compliance Manager/Sr. Compliance Manager

Department: Accounting

Reports To: Program Compliance Officer 

FLSA Status: Exempt 

Pay Grade: (E6) Compliance Manager / (E7) Sr. Compliance Manager 

Job Type: Regular, Full-Time 

General Functions: 

The Compliance Manager / Sr. Compliance Manager is responsible for ensuring that the organization complies with all federal, state, and local government regulations in addition to private donations and grant agreements. This position requires the incumbent to work closely with all programs, management, legal, affiliates, and subsidiaries to navigate regulations in service delivery and to monitor awards and contracts.   

 

Duties and Responsibilities; included but not limited to: 

Compliance Manager 

• Monitor and review data and reports to prevent financial audit findings. 

• Work with Compliance Team to prepare and submit financial reports and related financial forms required by grant agreements. Prepare and post journal entries as needed for reports.

• Maintain grant receivables, deferrals, and indirect in the accounting system. 

• Ensure grant-related regulations and limitations, such as administrative and indirect guidelines and caps, are followed.

• Ensure all grant expenses are reflected in grant reporting. 

• Develop and maintain grant files and record retention systems that meet the compliance requirements of all grant and donor agreements. 

• Responsible for grant re-classes. 

• Responsible for managing the accounting system’s grant funds. 

• Monitor budget-to-actual performance of grants. 

• Assist managers and directors in understanding and complying with grant budgets and fiscal guidelines. 

• Assist in new grant proposals, budgets, and budget narratives. 

• Assist departments on grant reporting, budgeting, and grant close-out procedures. 

• Responsible for timely grant drawdowns and related paperwork and filings. 

• Ensure adherence to all cash management requirements. 

• Assist in the preparation of the grant work papers for the annual audits. 

• Assist in the compilation of budgets. 

• Ensure full knowledge of available grant funds and programs by attending department staff meetings.

• Participate in meetings on new grant awards. 

• Participate in site-visits from granting agencies and provide financial information as requested. 

• Perform other related job duties as needed and assigned.


Senior Compliance Manager 

· Perform all duties and responsibilities of a Compliance Manager with an advanced level of knowledge and proficiency. 

· Develop, initiate, maintain, and revise grant-related policies and procedures to prevent illegal, unethical, or improper conduct.

· Responsible for meeting all reporting deadlines.

· Assist program managers and directors with budget modification preparation and analysis. 

· Contact granting agencies to discuss payments, issues, and financial matters.

.· Provide training to program managers and staff on grant compliance, compliance changes, and grant awards.

· Research complex grant-related and other questions. 

· Advocate for grant budget and program modifications with granting agencies. 

· Develop grant spending strategies with department directors and managers. 

· Achieve program goals by recommending alternative courses of action. 

· Perform other related job duties as needed and assigned.

Minimum Qualifications:  

Compliance Manager: 

• Bachelor’s degree in Accounting, Finance, or related field. Relevant experience may substitute for the education requirement on a year-for-year basis. 

• Three years’ experience in grant or contract compliance or related field. 

Sr. Compliance Manager:

• Bachelor’s degree in Accounting, Fiance, or related field. Relevant experience may substitute for the education requirement on a year-for-year basis. 

• Five years experience in grant or contract compliance or related field. 

 

Minimum Qualifications for all Job Levels: 

• Continued employment is contingent upon receipt of a satisfactory report from a state and federal background check.

• Valid Alaska Driver’s License and insurable under CITC’s automotive insurance. 

Preferred Qualifications: 

• Public accounting experience.
