Job Summary

The Data Management Specialist position will work with the information technology department and a multi-disciplinary team responsible for report generation and data analysis utilizing database software/tools against various database platforms. The Data Management Specialist will be responsible for collecting and manipulating data from many sources; performing quantitative and qualitative analysis; interviewing stakeholders to understand and meet their needs; illustrating solutions via analytical design; and reporting clear, statistically-sound results that will inform and improve ongoing data quality and decision making efforts.

Essential Functions

  • Data Acquisition; Identifying and updating current data sources and procuring new data sources needed to support decision making efforts.
  • Data Development; Intake, process, and analyze raw data from available systems. Develop processes to minimize errors and ensure data integrity. Integrate multiple data sets into a single normalized file that can be visualized.
  • Web Development; Present data and or metrics via use of web interfaces, custom emailed reports using a variety of web interface products.
  • Methodology Support; Document and manage information creation process, support and manage various methodologies in order to troubleshoot, refine and enhance data quality.
  • Quality Assurance of Data and Methodologies; Manage and conduct testing of data and methodologies as needed. Perform quality-related activities that apply to data management and program including database, documentation and data trending assessments.
  • Methodology Development and Enhancement; Drive development of new methodologies, as well as enhancement of existing methodologies. Work with a variety of stakeholders to translate data requirements and needs into development specifications (business rules, calculation logic, data models, etc.).
  • Collaboration; Participate in a variety of workgroups to help present, interpret, and translate available data.
  • Security; Maintain user and groups access level to various products. Including application of security updates, auditing and reporting.

Lifting Requirements

  • Sedentary work Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Qualifications

Education

  • Bachelor's degree in statistics, business, math, or computer science required or equivalent knowledge and experience.

Experience

  • Minimum of 5 years' experience in data management and analysis.
  • Experience working in tribal healthcare system or related field preferred.
  • Experience supporting Dynamics Great Plains.
  • Knowledge and experience working with cultural diversities.

License/Certification

  • Driver license and must remain insurable under the Tribe's policy.

Special Skills

  • Demonstrate ability to communicate effectively with peers and stakeholders; including ability to speak in front of groups and to provide clear and concise reporting.
  • Demonstrate knowledge of data modeling concepts and techniques.
  • Extensive knowledge on a variety of database platforms (Excel, Access, SQL, Oracle, etc.) and a willingness to stay current with industry trends and best practices.
  • Extensive knowledge on a variety of web platforms (IIS, SharePoint, Oracle, Apache, etc) and a willingness to stay current with industry trends and best practices.
  • Ability to work independently, to plan, coordinate, and implement projects and to complete projects on schedule.
  • Excellent understanding of query languages; including ability SQL queries to pull and analyze data.
  • Ability to analyze data trends and anomalies.
  • Ability to understand database logic and design.
  • Strong knowledge of data quality tools and techniques that are required for effective data management.
  • Preferred experience with relevant methodologies.
  • Preferred experience in developing and implementing data quality metrics and thresholds.
