JOB DESCRIPTION

 

Job Title:          Program Manager - Luqu Kenu

Department:    Child & Family Services Department

Reports to:      Senior Director of Child & Family Services

Supervises:     Family Navigators

Pay Grade:     E6

FLSA Status:  Exempt

Job Type:       Full-time Regular

 

General Functions:

The Program Manager is responsible for administering and managing the Family Navigators' activities for Alaska Native and American Indian participants, including parents and children.  The Program Manager coordinates and aligns project services and activities with identified community partners, assists the CFSD Senior Director to monitor the project's performance through data input, and manages program data collection and reporting processes to accomplish federal monitoring compliance evaluation of project services.

 

Duties and Responsibilities, including but not limited to: 

  • Ensure project model fidelity by operationalizing project resources and inputs and measuring project outputs and outcomes to maintain quality assurance. 
  • Monitor and adapt the delivery of program activities and processes to implement continuous quality improvement (CQI) cycles.
  • Support engagement and cooperation of project partners by scheduling, coordinating, and documenting results of planning meetings.
  • Complete operational requirements by scheduling, assigning and following up on work results with employees.
  • Supervise and manage program staff by recruiting, selecting, orienting, training, and conducting annual performance reviews.
  • Manage collaborative partnerships with external contracted support, including evaluators and strategic planners. 
  • Co-develop and implement wellness support services with the external contracted Mental and Behavioral Wellness Consultant.
  • Manage participant engagement with staff by regular, ongoing supervision of interventions, team meetings, and case staffing.
  • Administer and supervise the administration of outcome and evaluation tools by meeting with staff and participants to complete. 
  • Prepare reports by collecting, analyzing, and summarizing information.
  • Maintain accuracy and efficacy of program data management toolsincluding all software applications used to gather, analyze and report program data.
  • Promote the use of programs and facilities by advertising availability and schedules, notifying special interests groups, and coordinating and cooperating with federal, state, and local government units.  
  • Maintain agency credibility by establishing working relationships with grantees and advisory and related service agencies.
  • Promote the agency by ensuring an understanding of program services available for participants and adhering to a professional code of ethics.
  • Maintain operations by following policies and procedures.
  • Maintain professional and technical knowledge by attending workshops, reviewing professional publications, establishing personal networks.
  • Comply with federal, state, and local legal requirements by studying existing and new legislation, enforcing adherence to requirements, advising management on needed actions.
  • Maintain client confidence and protects operations by keeping information confidential.
  • Contribute to team effort by accomplishing related results as needed.

 

Job Specifications:

  • Excellent verbal and written communication skills.  
  • Demonstrated knowledge of the child welfare system.
  • Strong analytical and problem-solving skills.
  • Proven ability to lead and direct multiple activities with limited supervision.
  • Demonstrated knowledge of fiscal management.
  • Demonstrated knowledge and proficiency with all Microsoft Office software applications, including Word, Excel, Power Point, Access, Teams, Publisher and Outlook.
  • Demonstrated knowledge and proficiency in cloud-based platforms and databases commonly used for program management and evaluations.
  • Demonstrated ability to provide leadership and work collaboratively with diverse community-based organizations, internal partners, and external contractors.
  • Demonstrated experience working with Alaska Native families, knowledge of their values and belief systems, and working knowledge of historical and contemporary social, economic and cultural problems of the specified geographical area.

Minimum Qualifications:

  • Bachelor of Degree in Social Work, Psychology, Counseling, or related field. Relevant experience may substitute for the education requirement on a year-for-year basis.
  • Two years of progressively responsible experience in program management related to human services. 
  • Minimum five years experience coordinating service delivery in all aspects of applicable human services. Relevant experience includes working knowledge of dynamics of human behavior of individuals and groups, working with children and families in crisis, and working knowledge of applicable             theories to the practice of social work and safety systems.
  • Continued employment status will be contingent upon satisfactory completion of a state and federal criminal background check. 
  • Valid Alaska Driver's License and insurable under CITC's automotive insurance.

 

Preferred Qualifications:

  • Master's Degree in Social Work, Psychology, Counseling, or related field.
