JOB SUMMARY:

The Proposal Manager is responsible for the successful management, coordination, preparation, and submission of responses to Government Sources Sought, Requests for Information (RFI), Requests for Proposal (RFPs), and other bidding opportunities and documents.  Duties will consist of the full life cycle of proposal development including planning, scheduling, and managing competitive proposals. This is a dynamic position with multi-faceted construction organization. The Proposal Manager will be experienced in scheduling and running proposal kick-off meetings, facilitating key review meetings, final document review, coordinating proposal, sign off, document production, and delivery of the completed proposal. This position is currently being advertised/considered in the following locations, Anchorage, AK, Federal Way, WA, Panama City, FL & Houston, TX.

ESSENTIAL FUNCTIONS:

  • Responsible for the coordination, preparation, and submission of responses to Government Sources Sought, Requests for Information (RFI), Requests for Proposal (RFPs), and other bidding opportunities and documents. 
  • Manage scheduling and running proposal kick-off meeting.
  • Develop proposal compliance matrices, outlines, and templates.
  • Coordinate with the senior management and other personnel regarding proposal activities to schedule all proposal phases and milestones.
  • Coordinate support and information from all the contributors and track status of data calls.
  • Lead proposal efforts and provide instruction and training to technical and administrative staff for continuous improvement.
  • Format and edit documents prior to proposal color reviews.
  • Ensure all proposal deadlines are met.
  • Develop and maintain response information materials for proposals to utilize as reference tools to complete future proposals.
  • Coordinate other assigned projects independently and in a timely manner.
  • Assist writing management, past performance, and technical volumes of proposals in compliance with local, state, and federal laws and/or commercial statements of work and solicitations.
  • Provide weekly/monthly/quarterly/annual status updates on specially assigned projects.
  • Review technical and marketing documents to ensure accuracy.
  • Attend professional and trade conferences as workload allows to develop and nurture network of potential professional teaming partners and alliances within the industry.
  • Work in a constant state of alertness and in a safe manner.
  • Perform other duties as assigned or directed.

SUPERVISORY FUNCTIONS:

This position does not have direct supervisory responsibilities.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Experience managing structured proposal processes and procedures required.
  • Ability in plan, produce, and deliver compliant proposals within a complex business environment.
  • Ability to produce, edit and review proposals, white papers, and request for information responses to Federal agencies.
  • Technical knowledge of various field construction concepts, practices, and procedures.
  • Demonstrated ability to work with Federal and State clients.
  • Ability to prepare accurate budgets and cost estimates, knowledge of fiscal management principles and procedures.
  • Must have excellent written and verbal communication skills.
  • Well-organized and self-directed with exceptional time management skills.
  • Advanced computer skills specifically using Microsoft Office Suite; ability to use specialized software needed to prepare powerful and compliant proposals; and ability to learn additional computer skills or software programs.
  • Working knowledge of advanced software applications is preferred.
  • Ability to enter data accurately into databases.
  • Ability to write technical documents with focus on features, benefits, and proofs as well as through reading a solicitation and interviewing technical subject matter experts.
  • Interpersonal skills are necessary to work effectively and cooperatively with management, staff, and external contacts such as customers, vendors, suppliers, and shipping companies.
  • Must always represent the company in a professional manner.
  • Must be trustworthy. Will handle confidential information routinely.
  • Strong professional customer service skills, including active listening, prompt service and follow-up.
  • Ability to translate technical information into documents for technical and non-technical personnel.
  • Strong decision analysis and problem-solving skills; ability to draw conclusions and justify decisions. Must be able to communicate issues to management.
  • Ability to learn and understand corporate policies and procedures and how they relate to goals.
  • Ability to work on short-term and long-term assignments with tight deadlines while managing multiple tasks and projects (may require evening and weekend work).
  • Ability to perform basic mathematical computations.
  • High degree of self-motivation and the ability to work independently.
  • Ability to multi-task.
  • Ability to understand targeted social media campaigns to self-perform and through use of consultants.
  • Ability to operate a motor vehicle in a safe and efficient manner.
  • Ability to work in a Native Corporation multi-business environment.

MINIMUM QUALIFICATIONS:

  • Minimum of 5 years’ experience leading federal proposal preparations, marketing, sales, technical writing, or other related field required.
  • Experience managing structured proposal processes and procedures required.
  • Ten years of Proposal Management experience preferred.
  • Bachelor’s Degree in Business, Marketing or related field preferred.
  • Valid state driver’s license and must be qualified to operate a vehicle under the conditions of Company’s driving policy

WORKING ENVIRONMENT:

The work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Brice Civil has a fast-paced multi-tasking office environment requiring a high degree of efficient and effective performance.  At times, work is performed outside of the office at indoor and outdoor job sites.  Adaptability regarding schedule and design changes, and occasional overtime for bid processing may be necessary.
