ONC EXECUTIVE DIRECTOR JOB DESCRIPTION

 

SUMMARY:

 

The Executive Director is responsible for the overall management and operations of Orutsararmiut Native Council Tribal. The primary responsibility includes supervision and coordination of ONC operated programs, which provide services to the Tribal Members and eligible American Indian and Alaska Natives. Key responsibilities include, but are not restricted to: 1) Resource development and maintenance, 2) Council and program planning & implementation, 3) Community and public relations, 4) Personnel management, 5) Tribal Council liaison, and 6) Financial.

 

RESOURCE DEVELOPMENT AND MAINTENANCE:

 

  1. Research and prepare grant proposals and other funding applications.
  2. Work with Council in any fund-raising events or activities.

COUNCIL AND PROGRAM PLANNING:

 

SHORT-TERM

 

  1. Meet weekly with program staff: a) to determine and discuss any problems or plans involving agency personnel, operations: b) be kept informed of all relevant activities of the ONC.
  2. Ensure all necessary forms are filed with the appropriate agency for all necessary permits, memberships, licenses etc.
  3. Ensure all needed reports are prepared and submitted.
  4. Oversee ONC and program compliance with established policies and procedures.

 

LONG-TERM

 

  1. Develop and initiate with Council time-oriented strategic plans to establish Council goals (e.g., 1-year, 5-year, 10-year plans)
  2. Ensure ONC compliance with all Grant standards.

 

COMMUNITY AND PUBLIC RELATIONS:

 

  1. Develop and maintain relationships with all appropriate groups, agencies, and organizations, and organizations including (but not limited to):
    1. State of Alaska
    2. Federal Government
    3. City of Bethel
    4. Tribal Governments and Organizations
    5. All Private and ANCSA Corporations
    6. Oversee release of press packets and news releases, and follow-up of any media coverage.
    7. Approve all written public relations material.
    8. Be available for public speaking engagements.

 

 

PERSONNEL MANAGEMENT:

 

1.    Hire and supervise administrative and management staff

  1. Write and revise, as necessary, the job descriptions for all staff (except executive director) within the ONC.
  2. Prepare yearly performance evaluations (oral and written) for all administrative and management staff.
  3. Oversee staff development of ONC.

 

 

TRIBAL COUNCIL LIAISON:

 

  1. Attend all Council/Annual meetings.
  2. Oversee implementation of all Council directives, policies, and procedures.
  3. Serve as liaison between Council and ONC staff.
  4. Keep Council apprised of ONC operations.
  5. Monitor Council/Committee activities.
  6. Perform other duties as approved by Council.

 

FISCAL MANAGEMENT:

 

  1. Manage day-to-day fiscal operations.
  2. Ensure the Submittal of monthly, quarterly and annual financial reports to grantors (as required).
  3. Review and approve all reports and documents to substantiate those reports.
  4. Oversee development of ONC’s annual budget.
  5. Ensure annual Audit is conducted.

 

QUALIFICATIONS:

 

Highly self-motivated individual, MBA or Bachelor’s in Business or Public Administration, with minimum of 3 years’ experience in administration of tribal government, non-profit or Public service agency or minimum of 5 years’ successful experience in administration of tribal government with demonstrated skills in Verbal/Writing, Budgeting, Grants, Contracts, Self-Governance Compacting and Staff supervision. Yup’ik speaking preferred but not mandatory.
