Job Summary: Job incumbent guides, coordinates, and directs all functions, processes, and activities relating to the Revenue Cycle for Health Services. Incumbent is responsible to develop, plan, organize and implement current and future strategies for Registration, Alternate Resources, Patient Travel, Coding and Billing. Incumbent concentrates on continuously improving the TCC Health Revenue Cycle process. Incumbent reports to the Deputy Director of Health Services and works in close collaboration with TCC Executive Finance Officer & Accounting staff.Brief Posting DescriptionEssential Functions

Representative Duties: Under the general supervision of the Deputy Director of Health Services, job incumbent:

1. Provides financial analysis reports to Executive Management related to the Revenue Cycle.

2. Oversees the following programs; Coding, Billing, Alternate Resources, Patient Travel and Patient Registration.

3. Redesigns work efforts and process improvements, including existing or planned automated systems that support the critical outcomes related to Health Services' strategic plan and enhancement of the revenue cycle.

4. Determines appropriate placement and use of future revenue cycle technology. Supports information system initiatives surrounding the revenue cycle and various health stakeholders.

5. Links patient demographic shifts and patient volume trending with annual resource requirements and forecasting.

6. Connects patient volume trending and third party revenue activities to forecast revenue trending & assist program directors in forecasting annual revenue projections by program.

7. Keeps up to date of changes in regulations to major payer types: Medicaid and Medicare.

8. Develops reimbursement strategies to maximize reimbursement opportunities within all applicable compliance guidelines.

9. Develops tools and financial reports to effectively manage clinical operations.

10. Works closely with the Health IT Director on optimization of EHR.

11. Works in close partnership with the Finance Department.

12. Chairs the Health Finance Committee.

13. Actively participates as a member of the Health Management Team.

Other Responsibilities:

14. Additional responsibilities as mutually agreed by TCC Administration and TCC Deputy Health Services Director.

15. Other job-related duties as assigned.

Minimum Qualifications:

1. Bachelor's degree in Finance, Business Administration or Hospital Administration is required.

2. CPA, CMA, MBA preferred.

3. Five years of supervising experience.

4. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements.

Knowledge, Skills and Abilities:

1. Knowledge of and experience with third party payers and government regulations and requirements is required, including but not limited to ICD-9; ICD-10; tribal billing guidelines.

2. Knowledge of hospital / outpatient financial management & healthcare industry financial statistical indicators.

3. Skills in identifying changes in government regulations, and identifying those of priority interest to TCC Health Administration.

4. Knowledge of forecasting (costs, revenues, cost/benefit analysis).

5. Strong interpersonal skills in communication, collaboration, and team building.

6. Ability to develop and lead staff in a team oriented management system.

7. Knowledge of Quality Improvement mechanisms and principles, with strong focus on financial systems development and alignment, including cycles of improvement.

8. Computer skills.

9. Must be able to maintain strict confidentiality.

Supervision: This position supervises: Coding Manager, Billing Office Manager, Patient Registration Manager, Alternate Resource Manager, Patient Travel Manager and Revenue Cycle Data Analyst.

Physical demands: Work is primarily sedentary, with long hours sitting in front of a computer terminal typing. Some travel will be required, both inside and outside the TCC service area. Extended hours may be required, when necessary. Incumbent must be able to work accurately and efficiently in a busy and sometimes stressful environment.

Summation: Incumbent is responsible for the Revenue Cycle for Health Services. Incumbents must have strong skills in communication and strong revenue cycle knowledge. Will work collaboratively within TCC providing vision, direction, purpose, and goal definition of the programs, ensuring alignment with Health Services Strategic Plan goals/objectives.
