Job Title: Village Bookkeeper

Job Summary: Job incumbent will work with our Village financial offices and assist with all aspects of performing financial responsibilities. These tasks include but are not limited to: using QuickBooks to process payroll, accounts payable, accounts receivable, initiate payroll tax payments in EFTPS, complete quarterly 941 and SOA unemployment tax filing and grant reporting. Should be familiar with online functions like direct deposit payroll, and paying payroll taxes online. Should be familiar with grant accounting and preparing year end accrual entries to adjust books from cash basis to accrual basis and back to cash basis. Focus is on furthering the abilities of member villages toward governing themselves with the ability to operate independently on a financial level.

Representative Duties: Under the direct supervision of the Village Support Accountant, job incumbent:

1. Process payroll, payroll tax, and submit quarterly payroll tax reports.

2. Process accounts payable and accounts receivable as directed by Tribal Council.

3. Prepare check request.

4. Assist with drawdowns, as funds are expended.

5. Reconcile bank and credit card accounts.

6. Create and maintain budget to actual variance report.

7. Prepare indirect costs journal entries.

8. Prepare financial reports for the Tribal Council and program managers.

9. Assist in preparing quarterly grant reports.

10. Prepare W2, W3 and 1099 misc.

11. Analyzes complex financial data and trouble shoot QuickBooks accounting software.

12. Applies a working knowledge of applicable laws and regulations; verifies documents for completeness and compliance with government and private agencies.

13. Initiates and processes journal entries into various accounts and reconciles sub-ledgers to the general ledger and resolves differences.

14. Participate in internal and external audits, as needed.

15. Assists Tribal Council in preparing budgets and developing reports to assist Village leadership in their decision making process as well as grant reporting requirements.

16. Reviews balance sheets to verify accuracy and clearing of A/P, A/R in timely manner. Verifies that financial reports are sent to granting agencies on a timely basis.

17. Maintains policies and procedures manual for Village accounting departments. Processes reviews for updates as needed.

Other Responsibilities: Performs other job related duties as assigned.

Minimum Qualifications:

1. Associates degree or certificate in accounting, business, or equivalent related experience preferred.

2. Experience working in QuickBooks or other accounting software (Sage, Oracle, MIP, or non-profit accounting system) preferred.

3. Understanding of procurement policies and practices for federal funding.

4. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements.

Knowledge, Skills and Responsibilities:

1. Expert knowledge of accounting principles and familiarity with GAAP, as well as an ability to grasp company financial policies and protocols.

2. Completed independent projects while continuing to support a number of Village based accounting offices.

3. Ability to work both independently and collaboratively with different levels of employees.

4. Ability to meet constant stream of deadlines.

5. Highly detail oriented and organized.

6. Analytical and problem solving skills.

7. Excellent communication and interpersonal skills with a customer service focus.

8. Governmental/fund accounting knowledge.

9. Be able to read and write clearly with large volume of paperwork.

Supervision: This position has no supervisory responsibilities.

Physical demands: There are no unusual demands of the position. Requirements are those of normal office type work with extended hours of sitting and operation of standard office and computer equipment. Job incumbent may be required at times to lift and carry up to fifty pounds of material. Some overtime required when necessary. Be able to hear and speak effectively when interacting with others and vision is required for computer usage, paperwork, and color-coded documents.

Travel: This position will be required to travel periodically to assist Village business offices throughout the TCC region.

Summation: This is a high public contact position with frequent interaction with employees, clients, granting agencies, banking personnel, Tribes, and others. Must have the ability to manage different types of funds and maintain confidentiality and be able to work under pressure in fast-paced work environment with frequent deadline situations and interruptions.
