Instrumentation & Controls (I&C) Project Manager

Job Summary: 

TecPro is seeking an experienced Instrumentation & Controls (I&C) Project Manager to lead industrial automation and control-system projects from initial planning through commissioning and closeout.

This role is responsible for project scope, schedule, budget, quality, safety, client communication, and coordination among engineering, programming, procurement, construction, and field-service teams. The successful candidate will combine strong project-management capabilities with a practical understanding of instrumentation, control systems, electrical interfaces, and industrial operations.

  • Manage multiple I&C and automation projects from kickoff through final acceptance.
  • Define project scope, deliverables, milestones, resource requirements, and execution plans.
  • Develop and maintain project schedules, budgets, forecasts, and progress reports.
  • Serve as the primary point of contact for clients, contractors, vendors, and internal stakeholders.
  • Coordinate control-system design, PLC and HMI programming, instrumentation selection, panel fabrication, installation, testing, and commissioning.
  • Review proposals, specifications, drawings, control narratives, I/O lists, submittals, and other project documentation.
  • Manage scope changes, technical clarifications, risks, issues, and change orders.
  • Monitor labor, material, subcontractor, and equipment costs to maintain project profitability.
  • Lead project meetings and communicate decisions, action items, schedule impacts, and project status.
  • Coordinate procurement and track long-lead equipment, instrumentation, control panels, and vendor deliverables.
  • Support factory acceptance testing, site acceptance testing, system startup, commissioning, and client training.
  • Ensure project work complies with applicable codes, standards, contractual requirements, and company procedures.
  • Promote a strong safety culture and ensure field activities are properly planned and executed.
  • Maintain complete project records and oversee turnover packages, as-built documentation, warranties, and closeout activities.
  • Identify opportunities to improve project delivery, standardization, and client satisfaction.

 

Required Qualifications:

  • Bachelor’s degree in electrical engineering, controls engineering, computer science, construction management, or a related technical discipline; equivalent industry experience may be considered.
  • Five or more years of experience managing instrumentation, controls, electrical, automation, or industrial projects.
  • Working knowledge of PLCs, HMIs, SCADA systems, industrial networks, instrumentation, motor controls, and control panels.
  • Demonstrated experience managing project budgets, schedules, resources, vendors, subcontractors, and change orders.
  • Ability to interpret engineering drawings, P&IDs, specifications, control narratives, loop diagrams, and electrical schematics.
  • Strong written, verbal, organizational, negotiation, and client-management skills.
  • Ability to manage competing priorities and make sound decisions in office and field environments.
  • Proficiency with Microsoft Office and project scheduling or project-management software.
  • Valid driver’s license and ability to travel to client and project sites.

Preferred Qualifications:

  • Project Management Professional (PMP) certification.
  • Professional Engineer license.
  • Experience with platforms such as Rockwell Automation, Siemens, Schneider Electric, Emerson, Honeywell, or similar systems.
  • Experience with SCADA platforms such as Ignition, AVEVA/Wonderware, VTScada, FactoryTalk View SE, Siemens WinCC, or GE iFIX.
  • Experience with virtualization platforms (VMware, Hyper-V), Windows Server administration, SQL databases, and industrial historians.
  • Experience managing industrial communication networks including Ethernet/IP, Modbus TCP, DNP3, Profinet, OPC UA, MQTT, and fiber optic networks.
  • Understanding of OT network design principles, industrial cybersecurity, VLANs, Layer 2/Layer 3 switching, firewalls, VPNs, and remote connectivity.
  • Experience in water and wastewater, oil and gas, manufacturing, mining and/or power industries .
  • Familiarity with ISA, NEC, NFPA, UL, IEC, and other industry standards.
  • Experience with estimating, proposal development, contract review, and business development.
  • Knowledge of ISA/IEC 62443 industrial cybersecurity standards and NIST Cybersecurity Framework.

Work Environment and Physical Requirements:

This role works in both office and active field environments. Regular travel to Alaska project sites is expected and may include remote locations, operating industrial facilities, outdoor work, uneven terrain, stairs and ladders, exposure to weather and noise, and work near energized or operating equipment. The employee must be able to use standard office equipment, wear required personal protective equipment, and occasionally lift or move up to 25 pounds. Extended hours may be required during mobilization, shutdowns, commissioning, or critical project activities.
