Job Title: Residential Support Technician

Job Summary: Job incumbent is responsible for the day, night, or weekend oversight of the TCC Housing First apartment facility. Incumbent will assist formerly homeless, chronic substance abusing adult residents with activities of daily living, medication assistance, crisis intervention and other resident support services.

Adhere to the TCC  Ch'eghwtsen' model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.

Essential Functions: Under the direct supervision of the Housing First Project Director job incumbent:

1. Provides shift coverage as assigned as part of 24-hour coverage at the Housing First facility. Assures that all residents adhere to facility policy and procedures.

2. Performs safety checks on residents according to management plan.

3. As designated, collects and records rent from residents and provides written receipt of payment as required and documents on appropriate logs. May assist with money deposits at TCC Accounting as needed.

4. Closely monitors behavior of residents. Reports observations and problems to the Project Director or Case Manager.

5. Routinely inspects the physical facility to insure all systems are operable and in good repair and reports deficiencies to maintenance staff in timely manner.

6. Maintains regular contact with residents to insure the safety of residents, building and grounds.

7. Screens visitors, answers phones, and assists with tenant questions and problems.

8. Provides initial crisis intervention to residents as needed.

9. Maintains clinical and administrative records in compliance with the State of Alaska Medicaid regulations and any other state and federal regulating statutes as required by program policy and procedure.

10. Provides resident support services.

11. Maintains inventory of program supplies and prepares purchase orders.

12. Monitors security cameras.

Other Responsibilities:

Minimum Qualifications:

1. High School Diploma or GED equivalent.

2. Must have current Counselor Technician Certification or obtain certification within 4 months of hire.

3. Training and/or work experience in mental health counseling, social services or related field.

4. Knowledge of Medicaid third Party Billing preferred.

5. Familiarity with Alaska Native cultures and rural lifestyles required.

6. Valid driver's license and clean driving record preferred.

7. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements.

8. Must pass background check pursuant to Alaska DHSS and federal Indian Child Protection and Family Violence Prevention Act requirements.

9. Must maintain strict client confidentiality.

Knowledge, Skills and Abilities:

1. Computer experience, using various Windows applications and database systems with the ability to type 40 w.p.m.

2. Ability to work independently with minimal supervision.

3. Experience working with diverse cultural backgrounds.

4. Ability to maintain strict confidentiality.

5. Strong verbal, written, and interpersonal skills. Ability to relate well to clients with substance addictions and/or mental illness.

6. An understanding of and commitment to the Housing First philosophy preferred.

Supervision: This position has no supervisory responsibilities.

Physical demands: Job incumbent needs dexterity for walking up/down stairs and housekeeping duties. Requires frequent exertion of up to 10 pounds; occasional exertion of 10-25 pounds; occasional exertion of 50-100 pounds (example: to help lift or support a tenant). Job incumbent must be available to work outside of traditional work hours due to 24 hours supervised housing program (hours worked may be day, evening, nights and weekends), must be able to work in a sometimes stressful environment.

Summation: Incumbent has daily contact with challenging residents must have the ability to problem solve dilemmas and crisis and communicate effectively.
