General Functions:
The Youth Case Management Supervisor is responsible for hiring, training, coaching, and supervising youth case management staff and parent & youth navigators within the 477 Youth Services program. This position assists the 477 Youth Services Manager and Financial Assistance Senior Manager in service development, implementation, and evaluation to ensure accurate and timely reporting of outcomes. Working in partnership with our people, the Youth Case Management Supervisor helps develop opportunities that fulfill our endless potential by promoting youth employment readiness and life skills development. The role requires strong leadership skills to guide a team in delivering culturally responsive services that align with CITC's mission and values.

- Assess service requirements for youth case management staff and develop effective team communication and accountability standards.
- Supervise youth case management staff through goal development, training plan implementation, performance coaching, and annual evaluations.
- Create standards of excellence through continuous encouragement of staff development, certification, continuing education, and hands-on training.
- Conduct bi-weekly supervision meetings with direct reports to review goals, training needs, and provide performance coaching.
- Monitor, coordinate, and assign appropriate training opportunities for staff development and certification.
- Conduct regular file reviews, provide constructive feedback to staff, and escalate policy issues to the 477 Youth Services Manager or Senior Manager.
- Monitor and assist supervised staff with capturing participants' program compliance and work activity data.
- Monitor staff monthly contact with participants and service delivery timeframes to ensure timely and appropriate services.
- Monitor supportive services budget and ensure expenditures align with current policies and procedures.
- Organize Youth Employment Program activities and subsidized work experience services hiring processes, including Rural Youth Services.
- Review and approve Johnson O'Malley and other 477 Supportive Service requests in relevant financial and case management database systems.
- Attend job fairs, community outreach events, and meetings with employers and job seekers to promote youth programming.
- Submit required data and narrative reports monthly, quarterly, and annually as assigned to track program outcomes.
- Utilize internal and community employment resources to provide work and training opportunities for participants.
- Partner with local colleges, schools, and vocational centers to provide training opportunities for participants.
- Develop and implement Youth Life Skills workshop programs in partnership with the Youth Services team.
- Conduct peer-to-peer sessions, life skills classes, and personal development plan meetings to support team caseload maintenance.
- Conduct monthly staff meetings and attend department supervisory team meetings.
- Maintain strict confidentiality according to regulations, policies, and procedures including participant privacy requirements.
- Perform all related duties as needed and assigned.
- Knowledge of area Labor Market with demonstrated ability to research current trends and workforce development resources.
- Ability to recognize transferable skills in participants and apply them to current labor market opportunities.
- Excellent verbal and written communication skills with ability to interact effectively with diverse populations.
- Demonstrated ability to coordinate multiple activities simultaneously and meet deadlines.

- Ability to maintain confidentiality according to regulations, policies, and procedures including participant privacy requirements.
- Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
- Bachelor's degree in Human Services, Human Resource Management, Social Work, Vocational Education, or closely related field. Relevant work experience may substitute for education requirement on a year-for-year basis.
- Two (2) years of supervisory or lead experience.
- Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.
- Master's degree in Human Services, Human Resource Management, Social Work, Vocational Education, or closely related field.
- Two (2) years of job coaching or employment counseling experience.
- Two (2) years of experience in social work and workforce development.
- May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
- The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
- Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
