General Functions:

The Data Collection Analyst is responsible for identifying, collecting, arranging, and analyzing data related to Adult Public Assistance and Career Development services to ensure high-quality data standards and promote departmental efficiency. Working in partnership with our people, this position develops opportunities that fulfill our endless potential by utilizing specialized skills to extract meaningful insights from data that drive service improvements. The Data Collection Analyst presents findings to department leadership and staff in ways that promote improvement of data collection processes, work participation rates, and overall program effectiveness. This role requires strong analytical abilities and dedication to supporting data-driven decision-making that advances CITC's mission.

  • Extract data from primary and secondary sources using automated tools and ensure data integrity throughout the collection process.
  • Identify database reporting issues, remove corrupt data, and organize information in readable formats while creating and maintaining comprehensive data systems.
  • Analyze data quality and meaning by examining reports and performance metrics to identify, correct, and prevent data issues.
  • Utilize statistical tools to identify, examine, and evaluate trends and patterns in data sets for prediction and training purposes.
  • Prepare management reports containing trends, patterns, and forecasts while analyzing local, national, and global trends impacting the organization.
  • Work with management to identify process improvement opportunities, propose system modifications, and devise data strategies benefiting all Financial Assistance services.
  • Work with management to build and publish new reports in data systems (Apricot, PowerBi, SQL, etc).
  • Work with management in cross-departmental collaborations to resolve data discrepancies, reconcile data and create and maintain data reports across data systems.
  • Extract, review and reconcile reports and data across data systems on an ad-hoc, monthly, quarterly and yearly basis.
  • Support Senior Director and Senior Program Managers with preparation and review of grant reports while ensuring programs meet established goals and objectives.
  • Update and enhance Financial Assistance databases while maintaining working knowledge of CARF requirements related to data and service delivery improvement.
  • Work with Quality Assurance Manager to provide new and ongoing training for Quality Assurance and Case Review Specialists.
  • Compiles and analyzes data and feedback from Adult Public Assistance and Workforce Programs.
  • Compiles, analyzes and reports on data needed to support and maintain CARF's accreditation standards.
  • Provides backup and support for file reviews, appeals and complaints within the department in the absence of the Quality Assurance Case Review Specialist.
  • Prepare final analysis reports for stakeholders that enable data-driven decision-making based on facts and trends.
  • Communicate final analysis reports clearly and professionally with team members and other staff while maintaining strict confidentiality.
  • Perform all related duties as assigned.
  • Excellent computer abilities in internet, email, databases, spreadsheets, and word processing applications.
  • Excellent data accuracy and analysis skills to prevent inaccuracies in department databases and recordkeeping systems.
  • Demonstrated ability to make independent, thoughtful decisions and prioritize work responsibilities.
  • Excellent written and verbal communication skills including grammar, spelling, and vocabulary.
  • Demonstrated capacity to operate computer programs such as Word, Excel, and PowerPoint.
  • Demonstrated ability to perform well in a team environment while working independently with minimal supervision.
  • General knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
  • Ability to maintain confidentiality according to regulations, policies, and procedures.
  • Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
  • Bachelor's degree in Business Administration or related field. Relevant experience may substitute for the education requirement on a year-for-year basis.
  • Three (3) years working in a data support and/or administrative support role.
  • Two (2) years working with a large electronic database system.
  • Experience with program management, writing quarterly reports, and administering funds.
  • Experience working with Alaska Native and American Indian populations with working knowledge of their values and belief systems.
  • May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
  • The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
  • Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
