JOB SUMMARY:

STG Incorporated provides construction and project management services across Alaska. The Program Manager partners closely with executive leadership to support contractual, operational, and strategic initiatives across multiple programs and projects. This role is responsible for contract and subcontract administration, project and financial analysis and reporting, proposal development, business development support, and oversight of logistics and procurement functions.

 

The Program Manager plays a key role in supporting organizational growth by identifying skills and experience gaps, strengthening workforce capabilities, and supporting training, development, and succession planning efforts to expand and sustain services. This position manages complex programs and projects across multiple clients and locations, ensuring alignment with company objectives, contract requirements, and operational excellence.

 

ESSENTIAL FUNCTIONS:

  • Develop and implement project plans, budgets, schedules, and deliverables in alignment with the corporation’s strategic goals and customer requirements.
  • Establish and monitor program-level key performance indicators (KPIs) for schedule, cost, quality, safety, and client satisfaction.
  • Coordinate and communicate with internal and external stakeholders, including senior management, project teams, subcontractors, vendors, and clients.
  • Monitor and control project performance, quality, risk, and compliance, and take corrective actions as needed.
  • Provide program-level oversight for risk management, claims avoidance, and dispute resolution strategies.
  • Provide guidance, direction, and support to project managers and staff, ensuring they have the necessary resources, training, and tools to perform their tasks effectively.
  • Collaborate and guide workforce planning, succession planning, and skills development initiatives to ensure long-term program sustainability
  • Identify and pursue new business opportunities, develop proposals, negotiate contracts, and maintain positive relationships with existing and potential clients.
  • Ensure compliance with federal, state, and local contracting requirements, including FAR/DFARS provisions and client-specific regulations.
  • Represent the corporation in meetings, presentations, conferences, and other forums and promote its values, vision, and mission.
  • Report on project status, progress, issues, and outcomes to senior management and clients and provide recommendations for improvement.
  • Provide executive-level decision support by synthesizing program data, trends, and risks into actionable recommendations.
  • Evaluate operations, procedures, and standards and make recommendations about growth to maximize profit, client satisfaction, and team harmony.
  • Develop project organization structure to ensure all alignment of components towards collaborative execution.
  • Responsible for clearly defining the roles and responsibilities of the project team and staffing the program with skilled resources.
  • Oversee procurement and logistics in coordination with the project team.
  • Ensure business development and program delivery efforts stay aligned to strategic goals.
  • Evaluate and advise on the impact of long-range planning and the introduction of new programs/strategies.
  • Provide direct input by generating leads and technical support for proposal development.
  • Identify and manage conflicts and create a high-performance team environment where diversity is valued, and people are treated with respect and dignity.
  • Support knowledge transfer and capability development across project teams to strengthen organizational capacity.
  • Reduce risk/exposure to the company.
  • Collaborate with various groups within Calista, Bilista, and multiple client organizations to develop and maintain strategies to target budget performance review and development in coordination with the designated leadership team.
  • Responsible for collaboration with Calista Brice Holding leadership team to coordinate subsidiary reporting and support service needs.
  • Work with executive management to develop and maintain strategies to ensure adequate support services, including Business Development, Administrative, Contracts and Procurement, Business Management, and IT.
  • Work in a constant state of alertness and in a safe manner.
  • Perform other duties as directed.

 

SUPERVISORY FUNCTIONS:

This position will directly supervise project field management and business development resources. Also, provide mentoring, performance feedback, and professional development guidance to direct reports to support leadership growth and retention.

 

KNOWLEDGE, SKILLS, & ABILITIES:

  • Demonstrated expertise in executive sponsorship and management of contracts, including MATOCs (Multiple Award Task Order Contracts) and SATOCs (Single Award Task Order Contracts).
  • General knowledge of federal contracting environments, including USACE, NAVFAC, DoD, and other government agencies.
  • Successful track record of leading high-performing teams of 8+ direct reports, including recruitment, training, development, and performance management.
  • Experience in managing remote projects across diverse geographic locations, including Alaska, the lower 48 states, and the Pacific Islands.
  • Led strategic efforts in capture management, from client and market selection to project solicitation, award, and execution.
  • Ability to oversee and integrate multiple projects into a cohesive program with shared objectives and controls.
  • Effective leadership of remote, hybrid, and virtual teams across multiple time zones and geographic locations.
  • Deep understanding and appreciation of Alaska Native culture, values, and traditions.
  • Proven leadership capacity with the potential to grow into an executive-level role.
  • Extensive experience managing projects through all stages—from proposal and contract negotiations to operations and close-out.
  • Advanced understanding of construction concepts, best practices, and procedures, with a focus on delivering high-quality results.
  • Strong background in financial modeling, revenue forecasting, cost-to-completion projections, and strategic business management.
  • Strong understanding of program governance, risk frameworks, and executive reporting structures.
  • Experienced in managing contract negotiations, resolving disputes, and managing conflicts.
  • Demonstrated ability to manage teams effectively while applying change management techniques to drive continuous improvement.
  • Highly organized, self-directed, and capable of managing competing priorities and deadlines with exceptional time management skills.
  • Excellent written and verbal communication skills, adept at engaging with diverse stakeholders across various levels and backgrounds.
  • Proven ability to build and maintain strong relationships with federal clients, ensuring successful project execution.
  • Skilled at identifying complex issues, evaluating options, and implementing effective solutions.
  • Knowledgeable in environmental regulations and standards as they apply to project management.
  • Proficient in applying engineering principles and project management methodologies to solve problems and identify optimal solutions.
  • Knowledge of and adherence to Health, Safety, and Environmental standards and guidelines.
  • Competence in reviewing and understanding complex contract documents and their implications.
  • Proficient with Microsoft Office Suite and other business applications, including general office equipment use.
  • Strong ability to work effectively in a collaborative team environment, fostering teamwork and achieving shared goals.
  • Demonstrated judgment and discretion when handling sensitive business, personnel, and contractual matters.
  • Ability to operate a motor vehicle in a safe and efficient manner.
  • Ability to travel for work-related purposes.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Engineering, Business Management, Construction Management, or similar discipline required.
  • Ten (10) years of management experience in progressively increasing responsibility, including oversight of complex construction programs or projects with accountability for operations, financial performance, contracts, and client relationships in a federal contracting environment.
  • Demonstrated experience managing federal contracts, including MATOCs, SATOCs, or task-order–based programs.
  • Proven experience leading multi-disciplinary teams across operations, business development, contracts, and support functions.
  • Experience working in geographically dispersed or remote operating environments preferred.
  • Valid state driver’s license and qualified to operate a vehicle under the conditions of the Company’s Driving Policy.
  • Ability to pass a drug, driving, and background screening.

 

WORKING ENVIRONMENT:

The work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. STG Inc. has a fast-paced multi-tasking office environment requiring a high degree of efficient and effective performance. At times, work is performed outside of the office at indoor and outdoor job sites. Adaptability regarding schedule and design changes, and occasional overtime for immediate field support or bid processing may be necessary.
