ob Summary: Job incumbent is responsible for supervision and monitoring of assistance payments and applications within the program policy and assures quality of eligibility casework. Completes necessary case reviews, prepares reports, develops and implements quality control functions to improve performance. Incumbent supervises and monitors all benefits worked by the 477 Program Eligibility Specialists or Clerical support staff to meet program guidelines. Establishes procedures for maintaining compliance with state and federal regulations that relate to the 477 programs.Brief Posting Description Essential Functions

Representative Duties: Under direct supervision of the Work Assistance Director job incumbent:

1. Supervises Eligibility Specialists for the 477 programs to ensure the eligibility determinations and assistance benefit levels and payments are within the required timelines and within program policies.

2. Monitors work load and performance of the 477 programs Eligibility Specialists and provides and develops methods and implements activities to improve performance.

3. Consults with Work Assistance Director concerning program goals and assists in establishing procedures for maintaining compliance with state and federal regulations that relate to all of the 477 Assistance Programs and Energy Assistance Programs.

4. Performs case reviews, prepares determinations or findings and recommendations for quality improvement.

5. Provides or coordinates necessary training for Eligibility Specialists.

6. Provides technical support and guidance to Eligibility Technician, Eligibility Specialists and community Workforce Development Specialists.

7. Responds to reports of fraud and follows through with program fraud guidelines.

Other Responsibilities:

1. Respond to client inquires through visits and telephonically. Maintains strict client confidentiality at all times.

2. Perform other job-related duties as assigned.

Minimum Qualifications:

1. High School diploma, GED or equivalent.

2. Associates degree in Accounting, Rural development, Social work or related fields of study.

3. Equivalent work experience may be substituted for degree requirement.

4. Three years experience working with Public Assistance and employment assistance programs.

5. Prior experience in working in team setting and team leadership.

6. Strong oral, written, interpersonal, analytical and cross cultural communication skills.

7. Familiarity with Tanana Chiefs Conference tribes in Tanana Chiefs Conference services are preferred.

8. Knowledge of standard office equipment and familiarity with various menu driven software programs.

9. Computer skills using Microsoft Office with the ability to operate Word, Publisher, and or Excel.

10. Strong math skills.

Supervision: This position supervises up to six Eligibility Specialists.

Physical demands: Position is sedentary with some walking and standing. Travel to rural Alaska is by small-unpressurized aircraft. Incumbent may periodically lift twenty-five pounds or more in support supplies. Incumbent must be able to work accurately and efficiently in busy and sometimes stressful environment. Shared office space with other team members and outside agencies. Incumbent may periodically deal with irate or inebriate clients.
