Community Grants Manager III
Summary:
Provides advanced grant management and financial management technical assistance support to remote Alaska Native communities with climate adaptation and community development engineering and construction projects. Co-develops and implements grant and financial management policies, procedures, and tools with community staff and leadership. Provides extensive ongoing assistance and training to communities to achieve compliance with all funding agency requirements.
Responsibilities:
Supports communities in creating a systematic approach to managing grant funding efficiently and in compliance with all funding agency requirements. Conducts grant and financial management assessments to identify areas for improvement. Designs and implements information systems, processes, and tools to increase community capabilities, knowledge, and efficiency.
Develops and maintains outstanding relationships with community staff and leaders despite regular turnover and frequent unexpected challenges.
Works with community staff and leadership to develop and execute grant implementation plans. Continuously monitors community grant status with respect to project scope, schedule, budget, and funder requirements. Works closely with community staff to detect potential problems and complete deliverables before deadlines. Acts as a liaison between the community and the funder. Facilitates community meetings, work sessions, and trainings regarding grant and financial management.
Assists with tracking, developing, reviewing, and/or submitting programmatic and financial reports to meet the reporting requirements of the grant. Ensures restricted funds are managed following defined policies and procedures. Assists with establishing contracts, sub-awards, and other grant-funded agreements. Monitors agreements for compliance.
Assists with problem-solving budget discrepancies, including budget revisions and carryover requests. Responds to requests for grant-related information as needed, including audit and grant monitoring requests.
Provides extensive technical assistance and training on grant management concepts, funder systems, forms, databases, financial allowances, expenditures, payment, and invoicing systems. Provides guidance on CFRs, rules, regulations, and applicant/funder policies and procedures. Assists with grant closeouts.
Performs other duties as assigned.

Under limited supervision, provides advanced and comprehensive services, including complete grant management support to communities, mentoring and coaching team members, and developing internal and community processes and procedures.
