General Functions:
The Workforce Development Coordinator provides comprehensive employment and career services to Alaska Native and American Indian job seekers, supporting them in achieving sustainable employment goals. This position delivers personalized career assessments, job exploration coaching, resume development, interview preparation, and connections to employers through various workforce development activities. Working in partnership with our people, the Workforce Development Coordinator helps develop opportunities that fulfill our endless potential by addressing barriers, improving employability skills, and facilitating successful job placements. The role requires strong interpersonal skills, knowledge of current workforce trends, and dedication to maintaining a participant-focused approach while meeting department performance targets.
Duties and Responsibilities:
Workforce Development Coordinator I/II
- Maintain an active participant caseload, ensuring accurate documentation, follow-up on missing information, and timely completion of required reports.
- Provide job placement services by screening and referring job seekers to employers based on qualifications, ensuring a seamless process from application to placement.
- Conduct comprehensive assessments of job seekers, including reviewing career interests, work history, education, training, job skills, and salary expectations.
- Deliver career coaching services including resume writing assistance, job search strategies, interview preparation, and professional presentation guidance.
- Screen, interview, and refer qualified job seekers to fill vacancy requests with partnering companies, notifying them of opportunities and describing job requirements.
- Document all participant interactions, development plans, case notes, and supportive services entries according to established policies and procedures.
- Follow up on subsidized employee placements with both employees and supervisors to document progress, identify support needs, and make appropriate referrals.
- Maintain participant databases, ensuring accurate entry of demographics, employment goals, referral outcomes, and performance metrics.
- Work collaboratively with the Workforce Development Supervisor to develop, implement, and coordinate workforce development programs that enhance employability skills.
- Promote workforce and professional development activities in a positive manner that maintains respect for CITC's diverse population.
- Perform administrative duties including data entry, answering calls, document filing, and word processing to support department operations.
- Maintain strict confidentiality according to regulations, policies, and procedures.
- Perform all related duties as needed and assigned.
Workforce Development Coordinator III
- Perform all duties and responsibilities of Workforce Development Coordinator I/II with an advanced level of proficiency.
- Lead quality assurance file reviews and support the team in ensuring compliance with all policies and procedures.
- Take a lead role in evaluating Career Development processes and procedures, making recommendations to improve efficiency and workflow.
- Create and maintain training materials, providing training and mentorship to other staff members as needed.
- Assist the Career Development Senior Manager and Workforce Development Supervisor in preparing reports and organizing data for analysis.
- Serve as an active member of interview and selection committees, ensuring compliance with CITC policies and relevant regulations.
- Act as internal liaison to ensure alignment with organizational goals and serve as acting department manager when leadership is unavailable.
- Build and sustain relationships with CITC programs, Native corporations, community employers, and other stakeholders to create qualified applicant pipelines.
Job Specifications:

- Excellent organizational and detail-oriented skills with ability to manage multiple priorities and deadlines.
- Experience in workforce development, case management, or related fields with comprehensive understanding of current workforce trends and strategies.
- Familiarity with Alaska job market, personnel recruitment procedures, and interviewing techniques.
- Proficiency in Microsoft Office and Adobe software applications.
- Ability to respond effectively to inquiries or complaints from customers, regulatory agencies, or business community.
- Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
- Ability to engage in outreach activities including job fairs, community events, and employer meetings.

Minimum Qualifications:
- Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
Workforce Development Coordinator I
- High School Diploma or GED.
- Up to one (1) year of work experience in case management, employment counseling, workforce development, or similar field. Equivalent combination of education and experience may substitute on a year-for-year basis.
- Successful completion of CITC's Case Management Apprenticeship Program may substitute for experience and/or education requirement.
Workforce Development Coordinator II
- Associate's degree or two (2) years of work experience in case management, employment counseling, workforce development, or similar field. Equivalent combination of education and experience may substitute on a year-for-year basis.
Workforce Development Coordinator III
- Bachelor's degree in Human Resources, Business, Education, Communication, or related field. Four (4) years of progressive experience in workforce development, case management, or related field may substitute for education requirement on a year-for-year basis.
- Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.
Preferred Qualifications:
- Two (2) years of experience in an Alaska Native Corporation or Alaska Native Non-profit setting.
- Direct experience working with Alaska Native and American Indian communities.
Physical Requirements:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
- May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
- The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
- Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
