General Functions:

The Disability Employment Services Manager oversees the Tribal Vocational Rehabilitation (TVR) grant program, ensuring compliance with federal regulations and maintaining quality direct services for eligible participants. This position monitors program eligibility requirements, provides supervision to case management staff, and ensures adherence to CITC's policies and procedures. Working in partnership with our people, the DES Manager helps develop opportunities that fulfill our endless potential by coordinating comprehensive disability employment services. The role requires strong leadership skills to guide a team in delivering culturally responsive vocational rehabilitation services that align with CITC's mission and values.

 

Duties and Responsibilities:

  • Develop proficiency in PL 102-477 and TVR grant regulations, policies, and procedures to ensure program compliance and effectiveness.
  • Provide direct supervision, training, hiring decisions, promotions, and performance evaluations for DES Case Managers and Case Management Specialist.
  • Monitor staff performance including employment rates, monthly participant contacts, and application approval timeframes to ensure timely and appropriate service delivery.
  • Assess and ensure program requirements for DES are developed and met in accordance with federal mandates and CITC standards.
  • Organize comprehensive service delivery systems for individuals with disabilities and implement objectives outlined in TVR's Section 121 and 477 grant applications.
  • Perform case reviews, provide feedback and training, and ensure continuous monitoring of program activities for compliance with federal mandates and CITC policies.
  • Maintain current knowledge of all relevant federal, state, and local statutes, rules, regulations, policies, and procedures affecting program management and operations.
  • Maintain program statistical information and produce monthly, quarterly, and yearly performance reports as required by federal and organizational standards.
  • Oversee quarterly and year-end program audits and external program reviews to ensure compliance and continuous improvement.
  • Create standards of excellence through continual encouragement of staff development, certification, continuing education, and hands-on training opportunities.
  • Coordinate service delivery with Alaska Division of Vocational Rehabilitation and other social and human services entities to maximize service availability.
  • Support staff in conducting orientations, intake interviews, eligibility determinations, and development of Individualized Employment Plans for participants.
  • Ensure integrated case management occurs for participants receiving both cash assistance and disability employment services.
  • Travel to CIRI region villages to provide culturally relevant disability services, conduct community awareness trainings, and collaborate with tribal offices and schools.
  • Maintain confidentiality according to all state and federal regulations, policies, and procedures.

Job Specifications:

  • Knowledge of the Rehabilitation Act of 1973 as amended and the Vocational Rehabilitation Process.
  • Proven ability to direct grant programs with federal mandates and provide leadership with sound administrative practices.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
  • Knowledge of psychological principles, counseling techniques, practices, and social/behavioral sciences.
  • Demonstrated ability to establish and maintain effective working relationships with staff, public, businesses, agencies, medical facilitators, and consumers.
  • Excellent verbal and written communication skills with ability to work independently with minimal supervision.
  • Knowledge of grant and contract compliance, governmental accounting, and budget procedures.

Minimum Qualifications:

  • Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
  • Bachelor's degree in Rehabilitation Counseling/Administration, Human Services, Counseling, Social Work, Vocational Education, or related field. Associate's degree with year-for-year experience in social services, workforce development, or vocational counseling/education may substitute for bachelor's degree requirement.
  • Two (2) years of supervisory experience.
  • Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.

Preferred Qualifications:

  • Master's degree in Rehabilitation Counseling/Administration or related field.
  • One (1) year of experience in vocational rehabilitation counseling or management.
  • Certification in Rehabilitation Counseling (CRC).
  • Knowledge of P.L. 102-477 Services Delivery System.
  • Experience working with Alaska Native and American Indian populations with working knowledge of their values and belief systems.

  • May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
  • The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
  • Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
