General Functions:
The Case Manager serves as an integral part of the multidisciplinary treatment team, playing a key role in supporting participants throughout their recovery journey by delivering comprehensive case management services across Recovery Services' Continuum of Care, including both outpatient and residential programs. This position links participants to appropriate services, facilitates skill-building in both community and office settings, coordinates care, and provides psychoeducation guided by each participant's individualized treatment plan. Working in partnership with our people, the Case Manager helps develop opportunities that fulfill our endless potential by using a strengths-based, culturally responsive, and trauma-informed approach to empower participants toward treatment goals and long-term success beyond treatment. The role requires Case Managers to actively engage clients, build meaningful rapport, and be skilled in crisis intervention, life skills training, and group facilitation.
Duties and Responsibilities:
Case Manager I
- Efficiently manage caseload and schedule to ensure at least 75% of total work hours are dedicated to direct-service related activities, including a minimum of 50% of total work hours spent delivering billable services.
- Allocate up to 25% of direct service-related time to non-billable participant support activities such as external care coordination (without the participant present), transportation, outreach, engagement, and case consultations.
- Create and manage clinical documentation for program participants including assessments, diagnoses, treatment plans, case staffing, discharge summaries, and progress notes.
- Ensure timely and accurate completion of participant records within the electronic health record system, including reports, individual and group session notes, assessments, and related documentation.
- Coordinate care with referral sources, family members, community agencies, and other treatment providers to ensure comprehensive treatment and case management for participants with related documentation.
- Maintain collaborative relationships with partnering agencies and referral sources while following up on referrals as directed by clinical leadership.
- Assist in the coordination of participant placement and transfer into treatment levels beyond assigned programs.
- Communicate updates on case management goals, objectives, and participant progress with other treatment team members.
- Deliver individual and group case management, skills training, and psychoeducation sessions focused on substance use and recovery goals based on participant needs and treatment plans.
- Participate in and observe individual and group sessions to support participant treatment plans while supporting administration of Urine Analysis (UA) and Breath Alcohol Concentration (BrAC) testing.
- Coordinate and provide transportation of participants to activities, case management services, and program-related outings.
- Foster and maintain respectful, professional relationships with participants, alumni, family members, and peers while representing the program in community meetings and events as needed.
- Support participants in self-administration of prescribed medication as directed by medical providers and coordinate with medical providers regarding participant care as appropriate for residential programs.
- Attend required training, support meetings, and staff development training while collaborating with team members in regular staff meetings and case-staffing.
- Maintain all credentials in current and up-to-date status while demonstrating professional demeanor at all times.
- Maintain confidentiality according to all state and federal regulations, policies, and procedures.
- Perform all related duties to support program goals and operations as needed and assigned.
Case Manager II
- Perform all duties and responsibilities of Case Manager I with proficiency.
- Provide support to Case Manager I staff by offering guidance, answering questions, and making recommendations regarding participant care.
- Utilize ASAM, approved screeners, and DSM-5 criteria to conduct substance use assessments, make substance use diagnoses, and provide treatment recommendations when assigned.
- Demonstrate working knowledge of applicable state and federal regulations governing service delivery and community resources available to support participant needs.

- Working knowledge of Motivational Interviewing and trauma-informed care with experience facilitating substance use treatment groups and individual sessions.
- Ability to actively participate in CITC privacy training and protect participant information in accordance with CITC privacy policies, procedures, and practices as required by federal and state law, with understanding that failure to comply may result in disciplinary action up to and including termination of employment.
- Understanding that participant information may only be accessed to the extent necessary to complete job duties and shared on a need-to-know basis with those who have job responsibilities related to treatment, payment, or other CITC operations.
- Responsibility to report, without threat of retaliation, any concerns regarding CITC's policies and procedures on participant privacy and any observed practices in violation of policy to the designated Privacy Officer.
- General knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
Minimum Core Competencies:

Minimum Qualifications:
- Employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.
- Obtain Qualified Addiction Professional (QAP) approval within three (3) years of the Provisional Provider Application approval date with the State of Alaska.
- Ability to obtain a National Provider Identifier (NPI) number and Medicaid Identification number.
- CPR certified or ability to be certified within 30 days of hire for residential positions.
- Valid Alaska driver's license and be insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.
Case Manager I
- Associate's degree in psychology, sociology, human services, social work, or other social services degree. Relevant experience may be substituted on a year-for-year basis.
- Alaska Chemical Dependency Counselor Certification I (CDC I) through the Alaska Commission of Behavioral Health Certification at time of hire or the demonstrated ability to obtain within 24 months of hire date.
Case Manager II
- Associate's degree in psychology, sociology, human services, social work, or other social service degree. Relevant experience may be substituted on a year-for-year basis.
- Alaska Chemical Dependency Counselor Certification II (CDC II).
- Two (2) years of experience providing case management services.
- Working knowledge of ASAM and DSM-5 diagnostic tools.
Preferred Qualifications:
- Bachelor's degree in social work, Psychology, Human Services, Counseling, or Substance Abuse/Addiction Counseling.
- Relevant work experience in both residential and outpatient substance use and/or behavioral health treatment settings.
Physical Requirements:

- Must be able to lift up to 50 pounds occasionally, by utilizing proper lifting techniques and working in a safe manner.
