General Functions:

The Director/Senior Director of Human Resources serves as a key organizational partner who enhances workforce effectiveness through comprehensive people management strategies. This role combines strategic thinking with operational excellence to implement talent acquisition, retention, learning and development programs that support CITC's goals while ensuring regulatory compliance and promoting organizational excellence. The position requires exceptional communication skills, deep HR expertise, and the ability to translate organizational needs into effective people solutions that drive measurable improvements in employee engagement, performance, training and retention.

 

Duties and Responsibilities:

  • Provide strategic direction and consultation to leadership on workforce-related issues and organizational development initiatives.
  • Serve as an active CITC Leadership Council member contributing to organizational decision-making processes.
  • Collaborate with Finance to develop and manage the HR Department operating budget, ensuring effective resource allocation and fiscal accountability.
  • Manage comprehensive staffing processes including recruitment, hiring, onboarding, development, and retention strategies.
  • Oversee employee development, career management, and professional development programs including mandatory training coordination.
  • Direct the implementation and delivery of CITC Generative Leadership Competencies and related development programs.
  • Lead comprehensive compensation and benefits strategy, including total rewards program design, salary structure development, market analysis, and ongoing compensation adjustments to ensure competitive positioning and alignment with organizational objectives.
  • Manage performance evaluation processes and assist supervisors with coaching, counseling, disciplinary actions, and separations.
  • Build relationships across differences, facilitate conflict resolution and mediation.
  • Ensure compliance with State and Federal employment laws including Wage & Hour, HIPAA, FMLA, EEO, and ADA regulations.
  • Partner with leadership to develop, implement, and monitor HR policies while ensuring comprehensive staff training and compliance across the organization.
  • Direct HR team in policy administration while maintaining efficient operations and compliance controls.
  • Maximize utilization of HR technology solutions and maintain accurate HRIS systems and electronic file management.
  • Prepare and present strategic information to senior leadership while maintaining current knowledge of industry trends.
  • Promote Alaska Native and American Indian hiring preferences while respecting CITC's diverse population and organizational values.
  • Support organizational sustainability through strategic decision-making and innovative solutions.

  • Comprehensive knowledge of HR compliance laws, regulations, and best practices with the ability to navigate areas of uncertainty and minimize potential negative impacts.
  • Demonstrated expertise in HRIS systems, electronic applications, and technology solutions with the ability to research, recommend, and implement innovative HR electronic solutions.
  • Strong financial acumen, including budget development, management, and oversight, with experience in developing alternative business models and managing multiple funding streams.
  • Ability to work effectively in a team environment while maintaining independent strategic decision-making capabilities and multi-tasking proficiency.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
  • Carry out acting VP of Administrative Service as assigned

Minimum Qualifications:

  • Employment is contingent upon completion of a satisfactory state and federal fingerprint criminal background check.
  • PHR/SPHR and/or SHRM-CP/SCP certification required.
  • Comprehensive knowledge of compliance laws, including Wage & Hour, HIPAA, FMLA, EEO, ADA, and other relevant laws and regulations.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.

Director

  • Bachelor's degree in Business Administration, Management, Organizational Development, Leadership, Human Resources, or related field. Relevant experience may substitute for educational requirements on a year-for-year basis.
  • Seven (7)+ years of progressive experience in Human Resources, Benefits Administration, Learning & Development or related discipline.
  • Five (5)+ years progressive experience in management or supervisory roles.

Senior Director

  • Master's degree and/or professional certifications in Business Administration, Management, Organizational Development, Leadership, Human Resources, or related field. Relevant experience may substitute for educational requirements on a year-for-year basis.
  • Ten (10)+ years of progressive experience in Human Resources, Benefits Administration, Learning & Development or related discipline.
  • Seven (7)+ years progressive experience in management or supervisory roles.

Physical Requirements:
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.
  • The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.
  • Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
