LAND & RESOURCE SPECIALIST
Reports to: Director of Lands and Natural Resources

JOB SUMMARY: The Land & Resource Specialist is responsible for overseeing GIS systems and spatial data, land entitlements, resource development, permitting, and archaeology-related activities in support of The Aleut Corporation’s (Aleut) mission and compliance with Alaska Native Claims Settlement Act (ANCSA). GIS is a core function of this role, supporting critical decision-making across land planning, permitting, and resource management. The position works closely with Village Corporations, Tribes, agencies, and affiliated entities such as Aleut Real Estate (ARE) and Aleut Ventures (AV) to ensure responsible and informed management of Aleut lands and resources.
PRIMARY RESPONSIBILITIES
- Champion Aleut Values: accountability, transparency, and rigor.
- Lead and manage Aleut’s GIS functions as a core responsibility.
- Develop, maintain, and analyze spatial datasets to support land planning, permitting, and operations.
- Create high-quality GIS maps, dashboards, and visualization tools for internal and external stakeholders.
- Ensure GIS data accuracy and compliance with federal and state standards.
- Provide spatial analysis to support strategic initiatives and operational decision-making.
- Oversee Aleut’s ANCSA land entitlements, including selections, patents, and subsurface rights.
- Coordinate land use requests such as leases, easements, rights-of-way, and access agreements.
- Maintain accurate and up-to-date land use and title documentation; manage agreements with surface owners.
- Support natural and subsurface resources activities, including quarry operations, reclamation, and lease development.
- Respond to inquiries related to mineral, subsurface, and resource access.
- Manage permitting processes for development and land use; coordinate with federal, state, and Tribal agencies (e.g., BLM, DNR, BIA, USFWS) to ensure regulatory compliance.
- Monitor legislation and policy developments relevant to ANCSA and land/resource use.
- Address archaeology and cultural resource matters, including Native American Graves Protections and Repatriation Act (NAGPRA) coordination and review of site access requests.
- Represent Aleut at meetings, conferences, and consultations related to land and resource management (e.g. Alaska Federation of Natives (AFN), Formerly Used Defense Site (FUDS), Restoration Advisory Board (RAB), agency-specific engagements).
- Prepare professional reports, presentations, and communications tailored to a variety of stakeholders.
- Support strategic planning and departmental performance tracking.
- Maintain confidentiality and perform other duties as assigned.
KNOWLEDGE, SKILLS, & ABILITIES
- Ability to manage multiple high-priority project needs and priorities.
- Advanced proficiency in GIS software (e.g., ArcGIS Pro, ArcGIS Online) and related tools.
- Entrepreneurial mindset with adaptability to evolving project needs and priorities.
- Familiarity with archaeological and cultural resource protocols and compliance.
- Knowledge of ANCSA, Alaska Land/resource regulations, and Native Corporation frameworks.
- Skilled in interpreting and negotiating complex land agreements and permitting requirements.
- Strong understanding of spatial data management, mapping standards, and geospatial analysis.
- Strong analytical, communication, and problem-solving abilities.
MINIMUM QUALIFICATIONS
- Bachelor’s degree om geography, environmental science, land/resource management, or a related field.
- Five (5) years of experience in land management, GIS, permitting, or related disciplines with demonstrated GIS leadership.
PREFERED QUALIFICATIONS
- Experience working with Alaska Native Corporations.
- Familiarity with ANCSA land and resource frameworks.
- Background in stakeholder engagement and regulatory compliance.
PHYSICAL DEMANDS
- General office demands with occasional field work.
- Must be able to travel at least 10% of the time, including to remote locations.
- Must be able to maintain a full-time 40+ hour workweek with flexibility for urgent issues or travel.
