Job Summary

The Substance Abuse Program Manager develops the policies and processes of the substance abuse treatment programs to ensure adequate and focused treatment modalities for Tribal beneficiaries.  Develops clinical protocols and oversees all substance abuse programs and services. Provides continual evaluation in an effort to improve service delivery consistent with quality improvement principles and practices to maintain state and federal licensure and certification.

 

ESSENTIAL JOB FUNCTIONS

This position is responsible for the delivery of professional substance abuse treatment and referral services to Native and Indian clients. 

 

  1. Performs a variety of casework activities including screening, intake and assessment, treatment planning and discharge planning.  Work includes a regular caseload, walk-in clients, telephone conferences; with individuals and families involving counseling in marital problems, parent/child relationships, alcohol and drug-related problems, grief, self-worth problems, batterers, survivors, crisis situations, and related social, emotional, and psychological problems.  Makes and receives referrals from other local agencies; establish rapport and cooperative working relationship with other programs and agencies.  Provides advocate services for clients in obtaining services from public agencies, lawyers, schools, or others concerned with the client.

 

  1. Administrative duties include analyzing and writing reports, provide substance abuse program direction, and staff supervision.  Assignments are performed with considerable independence and are reviewed by the Behavioral Health Director and Clinical Supervisor through staffing, monthly reports, and quarterly reviews for effectiveness reflected in ongoing or completed casework.

 

  1. Attends meetings, conferences and workshops in order to more effectively assist clients.

 

  1. Directly supervises the substance abuse staff and provides clinical supervision to all providers within the substance abuse treatment programs of the Behavioral Health Department.

 

  1. Performs other duties as required and assigned.

Knowledge, Skills, and Abilities Requirements

  • Knowledge of state and federal guidelines for clinical programs and “best practice” techniques.
  • Knowledge of supervisory practices; community organization/development principles and processes.
  • Knowledge of social problems experienced by Alaska Natives and American Indians.  Knowledge of culturally relevant counseling techniques and ceremonies.
  • Knowledge and ability to carry out federal confidentiality rules for clients seeking substance abuse services.
  • Knowledge and ability to carry out rules of Health Insurance Portability and Accountability Act (HIPPAA), which protects patient rights.
  • Knowledge and understanding of the ASAM Criteria.
  • Ability to provide substance abuse treatment services in a clinical and community-based setting.
  • Ability to exercise mature judgment in evaluating specific situations and recommending solutions.
  • Ability to listen, observes, and records a variety of information and situations.
  • Ability to establish and maintain effective working relations with clients, peers, public and private agencies, Tribal members, and the general public.

 

Physical Activities Include

Must be able to hear.  Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.  Ability to use hands to finger, handle or operate objects tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, crouch; and taste or smell.  Each of the listed activities also requires standing, sitting, walking, bending, and stooping, climbing on stools and ladders, and routinely lifting and carrying items and boxes up to ten (10) pounds.

 

Writing by hand and using a personal computer. Long hours in front of computer screen.  Traveling occasionally, to out-of-town meetings and functions.

 

 

 

License(s)

Possess current valid State of Alaska driver's license with a record acceptable to KIC’s Insurance carrier.

 

Working Conditions

Work is performed in a small office with limited storage, filing and workspace.  People asking    questions/directions frequently interrupt incumbent.  Some work is performed in conference rooms and at photocopy/fax machine

 

WORKING ENVIRONMENT

The environment involves the usual risks and stress of an office environment within an ambulatory health care facility.  The employee may be exposed to communicable diseases.  Safety precautions for employees such as blood drawing for screening of various diseases such as hepatitis, required immunizations, etc. are necessary.  The employee is occasionally subject to verbal abuse, threats, and physical violence from angry, hostile, or disgruntled patients and/or family members.

 

 

QUALIFICATIONS

 

Education

A Bachelor degree in the human service field and/or experience working with adults with substance abuse and/or mental illness preferred but not required.  Certification at a CDC II preferred, CDC Technician or CDC I required.

 

Experience

Minimum one year experience in a mental health and/or substance abuse clinical setting.  Experience in development and continuity of a behavioral health / social work component that includes: 

 

  • Experience working the Alaska Native/American Indian communities;
  • Ability to effective resolve conflict and cope with crisis situations; and
  • Strong and timely documentation and assessment skills.

 

Progressive responsible administrative/management work that indicates ability to acquire the particular knowledge and skills needed to perform duties of this position.

 

Minimum one (1) year supervisory experience.
