Position Summary:

The University of Alaska Fairbanks is hiring a Senior Contract Manager. The Mission of UAF's Division of Design and Construction is to define, plan, and develop the infrastructure, land, and facilities to meet the needs of the university and the community, and to provide engineering support for the maintenance, operations, and utilities divisions of Facilities Services.

Duties:

Able to lead the work of Engineering 1, 2, and 3 positions. Directs the work of administrative staff in support of project. Able to supervise a small unit assigned to a job site at a distance from central office.

Apply knowledge of policies, principles, practices, laws, legal liabilities, responsibilities, and regulations relating to construction project management. Able to prepare bid/quote, award, and contract documents in accordance with State procurement codes. Prepare cost efficient contract and facility modifications to keep projects on track.

Incorporate user needs and objectives in the preparation and planning stages of project development. Participate in the development and management of budgets for the design and construction of capital improvement projects. Participate in the effective management of project costs to optimize the utilization of available funds.

Direct, guide, and manage the construction and/or modifications of University facilities so that changes comply with life and safety codes, building codes, industry standards, and efficient operation. Review drawings and specifications for various campus systems and recommend changes to improve design or increase reliability of design. Ensure quality, contract and regulatory compliance, timeliness of project schedule, and cost efficiency.

Provide professional management of engineering and construction projects. A fully competent engineer able to apply knowledge to ensure quality design and construction of facilities by applying engineering principles and project management experience. Plan and conduct work requiring judgment in the evaluation, selection, and adaptation or modification of standard techniques, procedures, and criteria. Devise new approaches to problems by analyzing more than one option in problem-solving process. Analyze and appraise facts and precedents in making decisions. Assimilate and apply new information, define priorities and goals, organize work within group, monitor progress, and adjust resources to accomplish objectives. Requires extensive experience to assure competence.

KNOWLEDGE/SKILLS/ABILITIES:

Knowledge of policies, principles, practices, laws, legal liabilities, responsibilities, and regulations relating to design & construction project management for projects valued from several thousand to millions of dollars.

Knowledge of current building codes, regulations, standards, and best building practices.

TYPICAL EXPERIENCE:

Requires extensive experience in design and  construction projects to ensure competence in the construction management field. Must have had experience working with a team in management of construction projects. Preferred experience in vertical construction in the public sector.

REQUIRED EDUCATION OR TRAINING:

Bachelor of Science in any of the engineering disciplines or architecture may be required or a combination of advanced education and experience. Certification of education in building code courses, contract law, facilities management, utilities management, and construction courses may be substituted in lieu of a degree. Professional registration in the state of Alaska, or ability to obtain registration within 12 months of employment, may be required. Progressive Responsible equivalent experience in construction management may be substituted.

Salary Information: Grade 81 - DOE.  This is a full-time, benefited position with a UA employee benefits package.

Term Position: This position is a term-funded position and is reviewed annually for contract renewal at the University's discretion.

Probationary: Pursuant to University Regulation 04.07.020, new employees of the University are employed in an at-will probationary status for the first six months of employment.   During the probationary period, employment may be terminated for no reason or any reason.  Promoted employees also serve a probationary period with limited rights of retreat.
