Job Title: Family Case Manager I/II/III
Department: Clare Swan Early Learning Center
Reports to: Family and Community Services Manager
Supervises: None
FLSA Status: Non-Exempt
Pay Grade: N3 (I), N4 (II), N5 (III)
Job Type: Regular, Full-Time

General Functions:
The primary function of the Family Case Manager is to establish strong, supportive relationships with families to set and achieve family-centered goals. The role ensures that families receive integrated support in areas such as education, child development, health, nutrition, disabilities, mental health, and access to community resources. The Family Case Manager works closely with various departments, following Head Start Performance Standards, and contributes to continuous quality improvement (CQI) processes to achieve positive family and child outcomes.
Duties and Responsibilities, including but not limited to:
Family Case Manager I
Build strengths-based relationships with assigned families, promoting family engagement in children's education, development, and well-being.
Facilitate smooth transitions for children entering preschool and coordinate with partner preschools.
Collaborate with the Education team to achieve home visit and parent-teacher conference goals, ensuring family participation in child development activities.
Monitor attendance, maintaining 85% or higher for families on caseload. Collaborate with families to address barriers and develop Attendance Agreements if needed.
Maintain extensive knowledge of community resources, making referrals for services such as TANF, housing, childcare, CITC programs, and other support systems.
Provide crisis intervention services when necessary, aligning with program philosophy and under the guidance of the Family and Community Services Manager.
Assist in the planning and implementation of family engagement programs such as monthly family nights and parent education workshops.
Document all family interactions, referrals, and services by the end of each business week.
Assist in program recruitment, participating in community outreach efforts and events to promote the program.
Collaborate with the ERSEA Coordinator on New Student Orientations and assist in addressing any attendance or enrollment challenges.
Work closely with the CSELC team to use data from community and self-assessments to identify trends and opportunities for program improvement.
Family Case Manager II
Demonstrate a high level of proficiency in all Family Case Manager I responsibilities.
Develop specialized family support materials, including resource guides, child abuse prevention tools, and parenting education content for distribution.
Become proficient in prenatal programs, family engagement initiatives, and Yugtun family events.
Provide in-depth crisis intervention services when needed, collaborating closely with the Family and Community Services Manager and other specialists.
Play a central role in family engagement efforts, ensuring families participate in program initiatives that support child development goals.
Support families with children who have disabilities, working with the Disabilities team to ensure compliance with IFSPs and other relevant services.
Family Case Manager III
Lead the duties and responsibilities of Family Case Manager I & II, with a high level of proficiency.
Collaborate with the management team on community and self-assessment results, identifying trends and implementing solutions to improve family services.
Organize and facilitate training for Family Case Managers I & II, ensuring they have the resources to support families effectively.
Lead the planning and facilitation of parent education and community engagement events, based on parent interest surveys, grant objectives, and Head Start performance standards.
Mentor Family Case Managers I & II, providing support and guidance to ensure consistent delivery of family services.
Serve as a liaison between families and other program areas (e.g., Health, Disabilities, Mental Health, ERSEA), ensuring seamless service delivery for children and families.
Provide direct support to the Senior Director in managing Parent Policy Council activities and initiatives.
Respond to crisis prevention and intervention needs for all center families, ensuring alignment with program philosophy and goals.

Must be proficient at all Microsoft Office products, especially Excel.
Demonstrated ability to coordinate multiple activities.
Strong understanding of child development and parent education.
Flexibility in work schedule is required to meet with participants in various settings (home, community, office).
Understand and apply concepts of relevant philosophies including Strengthening Families and the impact of trauma, specifically Adverse Childhood Experiences (ACE’s).
Provide support to meet classroom ratios as needed.
Maintain confidentiality according to regulations, policies, and procedures.
Perform other duties as needed and assigned.
Minimum Qualifications:
Case Manager I
Associate degree in social work, Human Services, or Early Childhood Education.
Relevant experience may be substituted for the education requirement on a year for year
basis.
One (1) year of Case Management experience.
Case Manager II
Associate degree in social work, Human Services, or Early Childhood Education. Relevant experience may be substituted for the education requirement on a year for year basis.
Two (2) years of experience with Case Management.
Case Manager III.
Bachelor's degree in social work, Human Services, or Early Childhood Education.
Relevant experience may be substituted for the education requirement on a year for year basis.
Two (2) years of experience with Case Management.
Minimum Qualifications for all Job Levels:
Infant/Toddler CPR/First Aid certified or become within 60 days (about 2 months) of hire.
Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.
Continued employment is contingent upon satisfactory completion of state and federal background checks.
Must provide copy of current Health Report.
Must be able to lift to 50 pounds frequently.
Valid Alaska driver’s license and be insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
Preferred Qualifications:
Case Management experience in Alaska, specifically working with Alaska Native and American Indian cultures.
Pre/Post Natal family support experience such as a doula.
Two (2) years Head Start Experience, including knowledge of ChildPlus software.
Former or Current Head Start parents are encouraged to apply.
